Sumber daya perikanan tangkap, sebagai sumber daya alam yang bersifat terbarukan, pada dasarnya bukanlah sumber daya yang tidak dapat habis, hal ini telah dapat dirasakan sekarang, dimana beberapa jenis ikan ekonomis penting disinyalir telah mengalami overfishing dan bahkan beberapa diantaranya telah mengalami kepunahan. Hal ini merupakan akibat dari kebijakan pengelolaan perikanan tangkap yang salah (policy failure) yang tidak mengedepankan pengelolaan perikanan yang berkelanjutan. Salah satu tipikal dari pengelolaan sumber daya perikanan yang hanya mengedepankan pertumbuhan semata adalah pengukuran tingkat kesejahteraan yang hanya mengandalkan pada indikator pertumbuhan seperti Pertumbuhan Domestik Bruto (PDB), yang dianggap gagal memberikan signal kepada dampak eksploitasi sumber daya alam itu sendiri. Indikator pertumbuhan juga gagal memberikan masukan bagi pengambil keputusan mengenai kondisi dari sumber daya alam yang dimanfaatkan untuk dipertahankan keberadaannya sesuai kaidah pembangunan berkelanjutan. Seperti diisyaratkan oleh Brundtland commision, pembangunan berkelanjutan merupakan kata kunci yang salah satu operasionalisasinya dapat dilakukan melalui System of National Account (SNA), yang merupakan agregat dari perhitungan yang dilakukan secara sektoral, dan diperikanan tangkap diperkenalkan dengan istilah Neraca Ekonomi Sumber Daya Ikan atau NESI. NESI dianggap penting dalam pembangunan berkelanjutan karena dapat dijadikan sebagai sumber informasi primer ekonomi perikanan dan selanjutnya digunakan untuk analisis dan pengambilan keputusan. Buku ini merupakan salah satu sumbangan pemikiran dalam pengelolaan perikanan melalui pengembangan Neraca Ekonomi Sumber daya Ikan, dimana riset-risetnya boleh dikatakan pertama dilakukan di Indonesia, namun implementasi kebijakannya belum juga dilakukan.
