Structural evaluation can be very useful at the network level of pavement management for project prioritization purposes. However, due to expenses involved in data collection and analysis, pavements are not tested for structural capacity at the network level. Rolling wheel deflectometer (RWD), which measures surface deflections at highway speed, is an alternate, faster method of pavement deflection testing for network level data collection. This study was initiated to assess the feasibility of using RWD for network level pavement deflection measurements. RWD deflection data was collected under an 80-kN axle load and at about highway speed on non-interstate highways in northeast Kansas in July 2006. Falling-wheel deflectometer (FWD) data on these roads, collected from 1998 to 2006, were also used for comparison. The computed effective structural numbers from both FWD and RWD deflection data were compared. The results show that the deflections measured by RWD and the center (first sensor) deflections from FWD are statistically similar. The effective structural numbers computed from the FWD and RWD deflection measurements are also statistically similar. Thus RWD appears to be a valuable tool for structural capacity evaluation of pavements at the network level.

The Virginia Department of Transportation (VDOT) currently uses the results of automated surface distress surveys to assist in developing pavement maintenance strategies for its interstate and primary roadways. Totaling nearly 27,000 lane-miles, these roadways consist of flexible, rigid, and composite (flexible over rigid) pavements. These video-based surface distress data consist of quantities of distress that are visible in the pavement surface. Obtaining structural data from falling weight deflectometer (FWD) testing has only recently been implemented at the network level. A growing area of interest in pavements research is developing new and faster technologies that are well suited for nondestructively assessing the pavement structure without causing delays to the traveling public. One recently developed system, the rolling wheel deflectometer (RWD), measures the response from one-half of an 18-kip single-axle load traveling at normal highway speeds. This technology can measure deflections for approximately 200 to 300 lane-miles per day, which is approximately 10 times the production of traditionally used FWD testing. The primary advantages of using RWD are twofold: the testing can be conducted at highway speeds for increased safety, and the loading by the RWD is thought to replicate better the actual dynamic effects on pavements caused by heavy vehicle loading. A potential application might be to use the RWD to pre-screen the pavement network to identify areas where more detailed investigations are needed (e.g., by traditional FWD testing). This report provides the results of RWD testing on three Virginia routes and a comparison of the deflection results obtained with RWD and FWD testing on sections of I-64 and I-81. The RWD provided deflection measurements over long distances at or near highway speeds with minimal interruption to the highway users, and the RWD and FWD deflection results were not well correlated. Further, the standard deviation of the RWD deflection results fluctuated with changes in surface mix type. For these reasons, the study recommends that VDOT not pursue additional RWD testing on roadways that are expected to have low deflection values and are likely to be uniform in structural cross-section (i.e., conditions that might be expected on interstate facilities).

As State transportation departments consider structural adequacy as part of their routine pavement management system (PMS) activities by incorporating deflection testing, it is important to advance their practices from measuring deflection using falling weight deflectometers, which involves a slow, stop-and-go operation and requires lane closures, to a more viable alternative for network-level pavement management applications. The development of moving deflection testing devices that can measure pavement responses at traffic speeds represents this more viable alternative. The modern versions of the moving deflection testing devices that are actively used today include the Traffic Speed Deflectometer (TSD) and a Rolling Wheel Deflectometer (RWD). The goal of this project was to establish a reliable measure of the structural condition of bound pavement layers above the unbound base layer as it deteriorates over time under traffic and environmental loading based on moving pavement deflection technology measuring at traffic speeds. Moreover, this measure needed to be robust enough in capturing the structural condition or deterioration of the pavement layer notwithstanding the seasonal and spatial variation in base and subgrade layers. As part of the project, a literature review was conducted, and questionnaires were developed for device manufacturers, owners, and users, which were then followed up by interviews. Both the TSD and RWD were found to be potentially viable devices. Based on this finding, a work plan was developed and implemented to evaluate if the two devices met a minimum set of specifications related to the structural evaluation of pavements at the network level including accuracy and precision of deflection measurements, monitoring applied load, operating speed, and distance between deflection measurements. Field evaluations and validation analyses were completed in accordance with the work plan. Ultimately, analysis methodologies and processes were developed for incorporating pavement structural information within highway agencies' PMS applications.

Comprehensive and practical, Pavement Asset Management provides an essential resource for educators, students and those in public agencies and consultancies who are directly responsible for managing road and airport pavements. The book is comprehensive in the integration of activities that go into having safe and cost-effective pavements using the best technologies and management processes available. This is accomplished in seven major parts, and 42 component chapters, ranging from the evolution of pavement management to date requirements to determining needs and priority programming of rehabilitation and maintenance, followed by structural design and economic analysis, implementation of pavement management systems, basic features of working systems and finally by a part on looking ahead. The most current methodologies and practical applications of managing pavements are described in this one-of-a-kind book. Real world up-to-date examples are provided, as well as an extensive list of references for each part.

Structural evaluation can be very useful at the network level for project prioritization purposes. In the project priority ranking procedure of the Kansas Department of Transportation (KDOT), a pavement rating attribute, Pavement Structural Evaluation (PSE), is used. These ratings are subjective. his study outlines an approach based on the classical multiple regression analysis resulting in a better estimation of the PSE values using the results from the Falling Weight Deflectometer (FWD) tests and network-level distress survey. The regression models proposed in this study predict the decrease in PSE values by taking into account the FWD data, age, thickness, and distress levels of pavements, and very closely approximate the current PSE ratings obtained at the district level.

This compendium gathers the latest advances in the area of Accelerated Pavement Testing (APT), a means of testing full-scale pavement construction in an accelerated manner for structural deterioration in a very short term. Compiling novel research results presented at the 5th International Conference on Accelerated Pavement Testing, San Jose, Costa Rica, the volume serves as a timely and highly relevant resource for materials scientists and engineers interested in determining the performance of a pavement structure during its service life (10+ years) in a few weeks or months.
