Der Einsatz von Kindersoldaten in Konflikten unserer Zeit rückt seit einigen Jahren mehr und mehr in den Fokus der Öffentlichkeit. Sie spielen in zahlreichen Konflikten in Afrika und anderen Teilen der Welt eine entscheidende Rolle nicht nur als Opfer von Gewaltakten, sondern auch als Akteure des Krieges.In der vorliegenden Arbeit wird untersucht, weshalb Kinder rekrutiert werden und welche Rolle sie in bewaffneten Konflikten spielen. Eingebettet wird dies in die von Kaldor und Münkler angestoßene politikwissenschaftliche Debatte um Neue Kriege. Sie vertreten die These, Konflikte hätten sich grundlegend gewandelt und heutige Kriege seien gekennzeichnet durch Ökonomisierung, Entstaatlichung und Asymmetrisierung. Ein Großteil der heutigen afrikanischen Kriege erfüllt genau diese Attribute.Die Bedeutung des Einsatzes von Kindersoldaten wird Vertretern der These der Neuen Kriege meines Erachtens jedoch unterschätzt. Gerade Kindersoldaten sind essenziell für diese neue entstaatlichte Kriegsführung, die sich im Besonderen gegen die Zivilbevölkerungen richtet. In dieser Arbeit soll die These überprüft werden, dass diese Kriege ohne den Einsatz von Kindern überhaupt nicht durchführbar seien. Kindersoldaten sind billig, leicht rekrutierbar und einsetzbar, leichter zu indoktrinieren und sind offensichtlich zu größeren Grausamkeiten fähig – genau dies sind die Gründe, weshalb diese Art der Kriegsführung nur mit und durch Kinder möglich ist. Diese These soll anhand einer Fallstudie überprüft werden. Hierzu wurde der seit 1986 andauernde Bürgerkrieg in Norduganda gewählt, ein aktueller Konflikt, der die Attribute der Neuen Kriege aufweist. Die Lord’s Resistance Army (LRA) kämpft im Norden des Landes für einen unabhängigen Gottesstaat, als Hauptgegner stellt sich ihr die Ugandische Armee entgegen. Kindersoldaten werden in der Regierungsarmee zwar offiziell nicht rekrutiert, die Bataillone der LRA jedoch werden zu entscheidenden Teilen aus Minderjährigen gebildet, weshalb dieser Konflikt prädestiniert scheint für die Erforschung der Rolle von Kindersoldaten. Etwa 50% der LRA-„Kämpfer“ sind unter 16 Jahren. Anhand dieses Konfliktes lässt sich induktiv bestätigen, dass diese Art der Kriegsführung nur mit dem Einsatz von Kindersoldaten möglich ist. Der ugandische Bürgerkrieg wäre ohne die Rekrutierung von Kindern (eben auch als Element der Kriegsführung gegen die Zivilbevölkerung) und deren Einsatz nicht durchführbar.

Das vorliegende Werk wurde 2011 als Dissertation am Institut für Politische Theorie an der Universität der Bundeswehr in München eingereicht. Mit Hilfe des Klassikers "Vom Kriege" des preußischen Generals Carl von Clausewitz erarbeitet der Autor eine umfassende und ganzheitliche Theorie des Krieges. Die Zielsetzung dabei ist: Erstens, den Krieg zu beschreiben, d.h. einzugrenzen, zu definieren, in seinen einzelnen Elementen darzustellen und diese zu systematisieren; Zweitens, den Krieg zu erklären, d.h. zwischen den einzelnen Elementen des Krieges Verbindungen herzustellen sowie den Krieg als Ganzes mit äußeren Bedingungen in Zusammenhang zu bringen und somit Wirkungsketten zu erschließen; Drittens, sofern möglich, auf ein im Sinne der Theorie richtiges Handeln zu schlussfolgern, d.h. generische oder an spezifische Bedingungen geknüpfte Überlegungen aufzustellen, die im Speziellen oder im Allgemeinen helfen, zwischen vernünftigem und unvernünftigem Handeln im Krieg zu unterscheiden. People do great wrongs to each other all the time, sometimes deliberately, sometimes accidentally. Many within the fields of mental health are centrally involved in helping people to heal from traumatic events and to come to terms with wrongs done to them by others. However, there is surprisingly little in the way of guidance, few texts that situate healing from trauma or evildoing within a combined political and philosophical context. This book looks at how people, communities, and nations can address great wrongs and how they can heal from them - taking into consideration how differences in cultures, histories, and group expectations affect the possibilities for healing. The book examines the merits of forgiveness and reconciliation in the context of civic and interpersonal relationships - looking at the role of the law compared to extra-legal and therapeutic approaches to individual and collective, personal and social, healing. Topics include gendered norms for forgiveness, the role of narrative in contrast to a search for truth when conflicts arise, and an analysis of the conception of truth that undergirds truth and reconciliation commissions. Some chapters also look at how healing can occur when power imbalances exist, how to understand and address evil, genocide, and war. Finally, the book examines the importance of relational models of human interaction to thinking about trauma and healing, and how aboriginal models for healing can contribute to our understanding of trauma and forgiveness. Throughout, each contributor considers the psychological toll of trauma on both victims and perpetrators of wrongdoing and critically inquires into value systems that enhance or inhibit healing. Several authors draw on real-life cases to support their arguments, and others provide a rich theoretical framework within which readers can think through various approaches and models in a critical manner.
