This work focuses on urban governance in the developing world, its aim being to bring a holistic perspective to the debate on urban governance in Asia and around the globe. It has been divided into three sections: The first section is on rural interventions as they influence urbanization and its problems/solutions. The second focuses on urban governance, infrastructure programs, service delivery reforms and their evaluation. The third and final section focuses on urbanization and the environment. In the first section, we present evaluations of India’s rural programs including the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), and of India’s Total Sanitation Campaign. This section covers the transition from rural to urban areas, and highlights coping mechanisms in urban areas and policy implications for urban governance, from the viewpoint of rural migrants. The section on urban governance, infrastructure and service delivery is the most in-depth and consists of papers that present state-of-the-art research on many aspects of infrastructure such as cost and time overruns, risks and their mitigation, assessments of the metro rail, and services such as solid waste management. The focus of the final section is on urbanization and the environment. Here we examine land use change in India, the relationship between urban form and residential energy use in Bandung, Indonesia, and end by depicting a cautiously optimistic view of Asia’s urbanization-environment nexus.

By conservative census estimates, roughly half of the settlements in India that are urban in nature are governed by rural governance forms instead of urban ones. This paper investigates whether this governance mismatch is associated with the development of settlements. I first empirically explore whether differences exist between rural-governed and urban-governed urban settlements on average, and on finding such differences, I explore the causal effect of urban governance forms, and find that they appear to be broadly associated with better levels of high spillover development indicators. The effect on low spillover development indicators is negative or mixed. The negative association with low spillover indicators need not, however, be indicative of a negative phenomenon for development overall. The results suggest that there is a case to convert rural governance forms in urban settlements to urban governance forms, and I conclude by exploring the political economy of such conversions.

Through diverse empirical evidence from India, particularly from the metropolises of New Delhi, Mumbai, Bengaluru and Chennai, this volume focuses on the fallout of the deployment of “entrepreneurial governance” practices at national, state and local levels. Participatory governance has a long history in India and this book traces historical-intellectual trajectories of participatory governance and how older Western discourses have influenced Indian policymakers. While colonial rulers devolved power to accommodate dissenting voices, for independent India, participatory governance was a design for democratizing governance in its true sense. Participation also acted as a vehicle for localizing governance. The author draws on both Western and non-Western theoretical treatises and the book seeks to conceptualize localizing governance also as a contextual response. It also makes the argument that despite being located in different socio-economic and political milieu, thinkers converge to appreciate localizing governance as perhaps the only reliable means to democratize governance. The book aims to confirm this argument by reference to sets of evidence from the Indian experience of localizing governance. By attempting a genealogy of participatory governance in the West and in India, and an empirical study of participatory governance in India, the book sheds light on the exchange of ideas and concepts through space and time, thus adding to the growing body of literature in the social sciences on ‘conceptual flow’. It will be of interest to political scientists and historians, in particularly those studying South Asia.
