New Instruments in Spatial Planning addresses the topic of transferring development opportunities between areas in planning practice by a debate between academics, lawyers and planning practitioners at an international planning symposium in Annapolis, MD, USA and the Van Doorne-Habiforum conference on Transferable Development Rights a year later. The idea of transferring development opportunities between areas is more than only the transfer of development rights. It relates more to compensation: not in money, but in a non-financial perspective. A comparative study on non-financial compensation was started, funded by Habiforum and linked to a number of research projects, such as Van Der Veens and Spaans research funded by the Delft Centre for Sustainable Urban Areas and Janssen-Jansens research funded by the Dutch Scientific Organization NWO-STIP. The chapters in this publication are representative of a close cooperation between planners, economists and lawyers from both science and planning practice. The exchange of knowledge within the framework of this book has arisen from divergent paths.

This book examines the democratic acceptance of spatial planning measures, using Switzerland as a case study. The currently inefficient land use in industrialised countries calls for new spatial planning policies. Yet governments have largely failed to implement innovative policy measures, which may be due to a lack of democratic acceptance. To date, little is known about the democratic acceptance of spatial planning measures. Switzerland offers a promising candidate because of its direct-democratic system, which allows citizens’ preferences for specific policy measures to be directly measured. In this work, the democratic acceptance of spatial planning instruments is investigated from various perspectives in the form of original empirical studies, which are embedded in an innovative conceptual framework. It demonstrates that not only spatial planning instruments in general, but also incentive-based instruments in particular, generally enjoy high acceptance. This finding is remarkable, considering the fact that efficient land use instruments have only been marginally implemented. Addressing the needs of both academics and land use practitioners in the private and public sector, the book shows that in order to improve the democratic acceptance of spatial planning measures, attention must be paid to their context, content and the means by which that content is provided.

The book introduces a new conceptual framework for participatory planning, one which redefines concepts that have been taken for granted for too long: those of “public participation” and “local knowledge”. It draws on the rich repertoire of public participation practices that have developed globally over the last 50 years, and investigates the following questions: Which participatory practices most effectively capture residents’ genuine spatial needs, perceptions and desires? And how can these be incorporated into actual plans? The book is based on an empirical comparative examination of the effectiveness of various participatory processes, and proposes practical solutions for public participation through two new instruments: the Practices Evaluation Tool, and the Participatory Methods Ladder. These instruments calibrate participation methods according to certain criteria, in order to improve their ability to extract local knowledge and incorporate it into planning deliverables. These new instruments correspond to and elaborate on Arnstein’s ladder - the 1969 theoretical landmark for participatory planning. "This study aims to advance the knowledge of the system of spatial planning instruments and of the Europeanization process, having as an object of study a country from Eastern Europe: Bulgaria. The actuality of the topic is justified by the fact that Bulgaria is one of the new EU member states and also by the need to understand how the national system of spatial planning is transformed and Europeanized as a result of this membership. Understanding and interpreting the changes in the planning system after the fall of the communist regime in 1989 and the country's preparation for EU-membership, followed by an analysis of the system of spatial planning instruments and its implementation in the process of Europeanization, shape out the two main successive lines of research, which define the main objectives of the study. The time scope of the study covers the period between 1989 and 2013, thus coinciding with the end of the first programming period for Bulgaria as an official member of the Union. The study follows the dynamics of the various dimensions of the system of spatial planning, with special focus on those periods when the Europeanization process has had the greatest impact in the transformation of the system of planning instruments, respectively – the strongest impact on the spatial instruments - and its implementation through new ones, in the context of the European spatial discourse or model. The analysis of the studied literature and documents, as well as the conducted interviews, show and argue that Bulgaria has made significant efforts in introducing new planning instruments, mostly related to regional development planning, but without any reformation and integration of the system of spatial planning. The implementation of the Integrated Plans at the local level and the National Spatial Development Concept as new spatial instruments - an expression of the coordination of the physical planning and the development of the territory, although within the legal framework of regional development - display the first attempts for integration of the planning system, discursive integration and transfer of the ideas of the European spatial model." -- TDX.

Ideal for students and practitioners working in spatial planning, the Europeanization of planning agendas and regional policy in general Spatial Planning Systems and Practices in Europe develops a systematic methodological framework to analyze changes in planning systems throughout Europe. The main aim of the book is to delineate the coexistence of continuity and change and of convergence and divergence with regard to planning practices across Europe. Based on the work of experts on spatial planning from twelve European countries the authors underline the specific and context-dependent variety and disparateness of planning transformation, focusing on the main objectives of the changes, the driving forces behind them and the main phases and turning points, the main agenda setting actors, and the different planning modes and tools reflected in the different "policy and planning styles". Along with a methodological framework the book includes twelve country case studies and the comparative conclusions covering a variety of planning systems of EU member states.
