This report represents a further step in the Nigerian Liquefied Petroleum (LP) Gas Sector Improvement Study. It follows the report on the fact-finding mission and study work plan, submitted initially in December 2002, and updated in January 2003. The preliminary report submitted in March 2003, incorporated additional fact finding (including the findings of a household survey), and an analysis of critical issues. These critical issues are addressed in this final report through a set of strategies and related action plans outlined in Chapter 15, and set out in roadmap format in Chapter 17. The recommendations are included in the Executive Summary. A final stakeholders workshop was held in Abuja on December 11, 2003. At this workshop, held under the auspices of the Federal Government of Nigeria and the World Bank, the study consultants, C.I.Services, and the World Bank Team jointly presented their study findings, and most importantly, the strategic roadmap to bring the sector back to sustainable development. Following on the workshop, and at the suggestion of the World Bank, the Federal Government of Nigeria recommended that a steering committee be set up to pilot, promote, and monitor the implementation of the roadmap.

This study is a small-scale follow-up to an earlier World Bank study that analyzed the market failure of LPG in Nigeria and developed a roadmap to develop the use of LPG in that country to its full potential. Given the success of the Nigerian LPG work, it seemed obvious that other oil and gas-producing countries could benefit from the insights gained in Nigeria. Not unlike Nigeria, Cameroon has a thriving oil industry, yet it continues to flare most of its associated gas, burning more than enough LPG in the process to meet all its domestic needs and leave more for exports, while at the same time, it is importing LPG at world prices. Clearly, ifany country qualifies for an LPG policy review, it is Cameroon.

In this book, a number of long-term energy scenarios are developed for Nigeria considering the impact of vital factors that may influence energy policies in the country’s future energy system. The energy scenarios were developed through the Long-Range Energy Alternatives Planning System (LEAP) model. The model identified the future energy demand and supply pattern using a least-cost combination of technology options while limiting the emission of greenhouse gases. The book presents four scenarios, and key parameters considered include GDP, households, population, urbanization and the growth rates of energy-intensive sectors. Further, it highlights the findings of the cost-benefit analysis, which reveal the costs of implementing selected policies and strategies in Nigeria, including those focusing on energy efficiency and fuel/technology switching. The book also discusses the application of the LEAP-OSeMOSYS Model in order to identify lowest-cost power plants for electricity generation. Some sustainable strategies that can ensure a low carbon development in Nigeria are also explored on the basis of successful country cases in relation to the Nigerian LEAP model. As such, the book will help policy makers devise energy and sustainable strategies to achieve low carbon development in Nigeria.
