Examines how the Japanese government used a series of incremental measures in three different periods to manage conflicting international and domestic pressure over defense issues in the context of the county's military dependence on the US since World War II. Details the influence and origins of such constraints as the one-percent of GNP ceiling of defense spending, various international treaties, and the strong public opinion against the military; and concludes that domestic political tranquility is more important to the government than military parity with other countries. Based on extensive Japanese-language materials, this book is the first to examine the development of Japan’s Ground Self-Defense Force. It addresses: how the GSDF was able to emerge as the post-war successor of the Imperial Japanese Army despite Japan’s anti-militarist constitution; how the GSDF, despite the public skepticism and even hostility that greeted its creation, built domestic and international legitimacy; and how the GSDF has responded to changes in international and domestic environments. This path-breaking study of the world’s third-largest-economic power’s ground army is timely for two reasons. First, the resurgence of tensions in Northeast Asia over territorial disputes, and the emphasis recent Japanese governments have placed on using the GSDF for defending Japan’s outlying islands is driving media coverage and specialist interest in the GSDF. Second, the March 11, 2011 Great East Japan Earthquake and Tsunami has focused global attention on the GSDF as Japan’s lead disaster relief organization. This highly informative and thoroughly researched book provides insight for policy makers and academics interested in Japanese foreign and defense policies.

Is Japan re-emerging as a normal, or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan’s security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia. The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

Japan S Remilitarisation written by Christopher W. Hughes and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-10-03 with History categories.

Is Japan on a path towards assuming a greater military role internationally, or has the recent military normalisation ground to a halt since the premiership of Junichiro Koizumi? In this book, Christopher W. Hughes assesses developments in defence expenditure, civilmilitary relations, domestic and international militaryindustrial complexes, Japans procurement of regional and global power-projection capabilities, the expansion of USJapan cooperation, and attitudes towards nuclear weapons, constitutional revision and the use of military force. In all of these areas, dynamic and long-term changes outweigh Japans short-term political logjam over security policy. Hughes argues that many post-war constraints on Japans military role are still eroding, and that Tokyo is moving towards a more assertive military role and strengthened USJapan cooperation. Japans remilitarisation will boost its international security role and the dominance of the USJapan alliance in regional and global security affairs, but will need to be carefully managed if it is not to become a source of destabilising tensions.

National Security Cultures written by Emil J. Kirchner and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-07-12 with Political Science categories.

This edited collection examines changes in national security culture in the wake of international events that have threatened regional or global order, and analyses the effects of these divergent responses on international security. Tracing the links between national security cultures and preferred forms of security governance the work provides a systematic account of perceived security threats and the preferred methods of response with individual chapters on Canada, China, France, Germany, Italy, Japan, Mexico, Russia, UK and USA. Each chapter is written to a common template exploring the role of national security cultures in shaping national responses to the four domains of security governance: prevention, assurance, protection and compellence. The volume provides an analytically coherent framework evaluating whether cooperation in security governance is likely to increase among major states, and if so, the extent to which this will follow either regional or global arrangements. By combining a theoretical framework with strong comparative case studies this volume contributes to the ongoing reconceptualization of security and definition of threat and provides a basis for reaching tentative conclusions about the prospects for global and regional security governance in the early 21st century. This makes it ideal reading for all students and policymakers with an interest in global security and comparative foreign and security policy.
