Negative reaction to undesirable facilities in one's neighborhood—"not in my back yard"—isn't limited to the United States. Japanese communities have also resisted siting decisions for power plants, and have often delayed or killed projects for which a legitimate social need exists. NIMBY Politics in Japan is the first detailed account in English of energy siting disputes in postwar Japan. Based on an investigation of a hundred conventional and nuclear plants, the book draws on a wide range of local and corporate sources, as well as interviews with participants, to reveal the bargaining processes involved in social choices and their public policy outcomes. S. Hayden Lesbirel examines why some siting decisions have taken an extraordinarily long time to complete while others have proceeded rapidly. He focuses on the intensity of conflict, relative strengths among participants, and the role of compensation, and he shows how innovative uses of compensation often enable negotiated compromises to be reached. Stressing the importance of dynamic bargaining and creative responses to social and political problems, Lesbirel shows the value of negotiated compromises in Japanese consensual politics.

A decade of climate change negotiations almost ended in failure because of the different policy approaches of the industrialized states. Japan, Germany, and the United States exemplify the deep divisions that exist among states in their approaches to environmental protection. Germany is following what could be called the green social welfare state approach to environmental protection, which is increasingly guided by what is known as the precautionary principle. In contrast, the US is increasingly leaning away from the use of environmental regulations, towards the use of market-based mechanisms to control pollution and cost-benefit analysis to determine when environmental protection should take precedence over economic activities. Internal political divisions mean that Japan sits uneasily between these two approaches. Miranda A. Schreurs uses a variety of case studies to explore why these different policy approaches emerged and what their implications are, examining the differing ideas, actors, and institutions in each state.

The Japanese political system is a parliamentary democracy and was the first western style government in Asia when the parliamentary system was adopted in the 1880s. It has a multiparty system, free elections, and a parliament that functions much the same way that any other democratic parliament functions, however for much of its existence the Japanese party system has been dominated by one party. Changing Politics in Japan is a fresh and insightful account of the profound changes that have shaken up the Japanese political system and transformed it almost beyond recognition in the last couple of decades.
