Excerpt from Thirty-Ninth Annual Report of the Board of Education, 1874-1875: Together With the Thirty-Ninth Annual Report of the Secretary of the Board; January, 1876 Gentlemen - It gives me much pleasure to report that dur ing the year 187 5, every city in the State whose population of ten thousand and upwards imposed on it compliance with the law of 187 0 in maintaining free industrial drawing classes, has established such classes. With regard to the success of these classes, it must be remem bered that the difficulties which hindered their practical useful ness in the first few years are not altogether removed even now, ' and the absence of suitable and well-equipped class-rooms for different branches of study, with experienced and accomplished teachers to give instruction, is clearly discernible in many cities. Gradually, however, one after another of the localities most alive to the needs of industrial education are providing them selves with rooms properly lighted and arranged, and with examples for study well chosen and for the time sufficient; and through the action of the Normal art-school, it will not be long before teachers will be available capable of taking charge of the various branches of art-education which are generally taught in an art-school. The development of art-education in the Stato cannot go on faster than the development of public opinion which originates and sustains it; but there can be no question that the annual exhibitions of drawings from the free evening drawing classes of the State have rapidly matured public opinion on the subject. Excerpt from Sixty-Ninth Annual Report of the Board of Education: Together With the Sixty-Ninth Annual Report of the Secretary of the Board, 1904-1905; January, 1906 In the death of Dr. George H. Conley, which took place at his home in Brookline, on Dec. 20, 1905, the Board has' been called upon to mourn a second time within the year the loss of one of its most experienced members. Dr. Conley was appointed a member of the Board by Gov. Wil liam E. Russell in 1893, to succeed the Rev. A. A. Miner. His scholarship, his experience and his personal qualities had made him prominent in educational circles, and amply justified his selection. All of these gifts, personal and professional, he placed at the service of the State, and for nearly thirteen years bore his part in the administrative work of the Board. During the whole period of his service he was a member of the Board of Visitors of the State Normal School at Framingham and of the State Normal Art School in Boston. It was due to his efforts that working relations were established between the art school and the public schools of Boston, by which the students of the school were given Opportunity to observe and practice in the public schools, and a way Opened for the graduates to become regular teachers. On the establishment of the school at Lowell he was made chairman of the Board of Visitors. This position was especially congenial to him, because Lowell had been his early home and the scene of his earliest professional success, and he gave to the new school his fullest sympathy and support. In the annual report of the Board, written by him in 1900, he dealt in a broad and wise way with the normal schools, the elective system in high schools, the relation of the high schools to the col leges, manual training. In the high schools, and the personal rela tion of the teacher to the pupil. This report attracted wide atten tion, from the importance of the subjects treated and the general soundness of. The views expressed. He was judicious, tactful and impartial in dealing with many delicate problems which it became his duty to solve. In his death the State has lost a gifted citizen and a valued public servant, and the Board a useful and companionable member. Excerpt from Forty-Ninth Annual Report of the Board of Education: Together With the Forty-Ninth Annual Report of the Secretary of the Board, 1884-85; January, 1886 Action has also been taken by the Board, in pursuance of an act of the legislature (chap. 330, Acts of for the erec tion of a building for the Normal Art School. Plans have been drawn with reference to the occupation of the land granted by the Commonwealth for this purpose; they have been approved by the governor and council, and it is expected that the coming year will see the building completed. The Board recognizes with pleasure the existence of a public sentiment of confidence in the school, which makes this action possible. The housing and better equipment of the Normal Art School is in accordance with the settled policy of the Commonwealth, to maintain the efficiency of all the Normal Schools. These schools are in a healthy condition, and they are carrying for ward their work with a strict regard for wise economy. Each is growing with a natural expansion as the demands of the schools for well-educated teachers increase. In one instance, however, this growth has been so considerable that the time has come, in the judgment of the Board, when it must be seriously considered in what way the needs of the school for further accommodation should be met. The Normal School at Framingham has outgrown its limits, and its present prosperity gives it an honorable claim upon the attention of the Commonwealth. The development of this school under the conduct of Miss Hyde not only confirms the frequent saying that the teacher makes the school, but illustrates the general policy of the Board of Education. While the Board provides for a uniform system, it also desires to secure the greatest possible freedom within the system, and it values the personal element above every other. The spirit which moves the principal and assist ants will be that which controls the pupils. The Board, there fore, conceives that its most important function is to place the Normal Schools in charge of men and women who are not only well-trained for the work of teaching teachers, but who bring to their task a high ideal and a spirit of devotion who' set the doing of excellent work above the wages received for the work, and who forget themselves. Excerpt from Twenty-Ninth Annual Report of the Board of Education, 1866: Together With the Twenty-Ninth Annual Report of the Secretary of the Board The establishment of this fund, thirty-one years ago, has been justly regarded as one of the most important educational meas ures ever adopted by the government of the Commonwealth. That it has been one of the most powerful instrumentalities in reforming and elevating the character of our schools there can be no question. It has been the means of securing from all the cities and towns the accurate and complete returns and reports, the great utility of which has already been noticed. It has been the means of securing obedience to important legislative require ments for the benefit of education, especially those respecting the length of schools, and the amount per scholar, to be raised by taxes; and while it has not been a substitute for local taxation, it has operated as a powerful agent in increasing it. And besides, it has afforded the means of defraying the expenses of all the institutions and agencies immediately under the supervision Of the Board, and intended for the general benefit of the State. By the Act establishing the fund it was limited to one million dollars. In 1851, the maximum was raised to one million five hundred thousand dollars. Again, in 1854, when the fund was re-organized, the maximum was carried up to two millions. In the twenty-second Annual Report of the Secretary of the Board, the expediency of extending itrto three millions was earnestly advocated, and accordingly, in 1859, ample provision was made for its increase out of the proceeds of the sales of the Back Bay lands. One year ago, however, when it seemed probable that the fund Would speedily grow to the proposed amount, the Legislature saw fit to make other disposition of the means which had been set apart and pledged for this most desirable object. The Board cannot but deeply regret that this action should have been deemed necessary for the public interest but as it was taken to meet the exigencies of the war, -which was then severely taxing the resources of the people, it is hoped that the auspicious return of peace and pros perity will be followed by the adoption of measures for redeeming the pledge given in the Act of 1859, that the school fund should be raised to a much higher amount than it has yet reached.
