Kerentanan atas risiko yang terjadi pada pasien akibat suatu tindakan, apabila tidak dilakukan secara cermat akan memunculkan kesalahan yang berakibat fatal (risiko medik). Dalam konteks ini maka salah satu fenomena kesehatan yang diangkat yaitu mengenai transplantasi organ terutama transplantasi jantung yang kini menjadi isu yang hangat diperbincangkan mengingat semakin majunya teknologi dan semakin mudahnya akses baik bagi tenaga kesehatan maupun masyarakat dalam menjangkau akses kesehatan ini. Transplantasi jantung yang terbilang belum lazim di Indonesia menimbulkan berbagai respons dan pro-kontra di masyarakat, sedangkan stakeholder sendiri cenderung belum mem-provide fenomena ini sehingga perlunya kebijakan baru yang lebih komprehensif dalam mengatur transplantasi jantung
