The 1996 North American Emergency Response Guidebook (NAERG96) was developed jointly by the US Department of Transportation (DOT), Transport Canada (TC), and the Secretariat of Communications and Transportation of Mexico (SCT) for use by firefighters, police, and other emergency services personnel who may be the first to arrive at the scene of a transportation incident involving a hazardous material. It is primarily a guide to aid first responders in (1) quickly identifying the specific or generic classification of the material(s) involved in the incident, and (2) protecting themselves and the general public during this initial response phase of the incident. The NAERG96 is updated every three years to accommodate new products and technology. Text is in PDF format.

This guidebook was developed for use by fire fighters, police, and other emergency services personnel who may be the first to arrive at the scene of a transportation incident involving dangerous goods. However, it should not be considered a substitute for emergency response training, knowledge or sound judgement. Includes a table of placards with initials. The guide is divided into three sections: describes potential hazards that the material may display in terms of fire/explosion and health effects upon exposure; outlines suggested public safety measures based on the situation at hand, provides general information regarding immediate isolation of the site, the recommended type of protective clothing and respiratory protection, and suggested evacuation distances for small and large spills and for fire situations. Finally, it covers response actions and first aid, outlines special precautions for incidents which involve fire, spill or chemical exposure, and several recommendations are listed under each part which will further assist in the decision making process. Information on first aid is general guidance prior to seeking medical care.
