Among the buildings on the National Mall in Washington, D.C., only the Pan American Union (PAU) houses an international organization. The first of many anticipated “peace palaces”constructed in the early twentieth century, the PAU began with a mission of cultural diplomacy, and after World War II its Visual Arts Section became a leader in the burgeoning hemispheric arts scene, proclaiming Latin America’s entrée into the international community as it forged connections between a growing base of middle-class art consumers on one hand and concepts of supranational citizenship and political and economic liberalism on the other. Making Art Panamerican situates the ambitious visual arts programs of the PAU within the broader context of hemispheric cultural relations during the cold war. Focusing on the institutional interactions among aesthetic movements, cultural policy, and viewing publics, Claire F. Fox contends that in the postwar years, the PAU Visual Arts Section emerged as a major transfer point of hemispheric American modernist movements and played an important role in the consolidation of Latin American art as a continental object of study. As it traces the careers of individual cultural policymakers and artists who intersected with the PAU in the two postwar decades—such as Concha Romero James, Charles Seeger, José Gómez Sicre, José Luis Cuevas, and Rafael Squirru—the book also charts the trajectories and displacements of sectors of the U.S. and Latin American intellectual left during a tumultuous interval that spans the Mexican Revolution, the Spanish Civil War, the New Deal, and the early cold war. Challenging the U.S. bias of conventional narratives about Panamericanism and the postwar shift in critical values from realism to abstraction, Making Art Panamerican illuminates the institutional dynamics that helped shape aesthetic movements in the critical decades following World War II.

In 1952, Professor Allan Holmberg arranged for Cornell University to lease the Hacienda Vicos, an agricultural estate in the central Peruvian highlands on which some 1800 Quechua-speaking highland peasants resided. Between 1952 and 1957 Holmberg, with colleagues and students, initiated a set of social, economic, and agrarian changes, and nurtured mechanisms for community-based management of the estate by the resident peasants. By the end of a second lease in 1962, sufficient political pressure had been brought to bear on a reluctant national government to force the sale of Vicos to its people. Holmberg's twin goals for the Vicos Project were to bring about community possession of their land base and to study the process as it unfolded, advancing anthropological understanding of cultural change. To describe the process of doing both, he invented the term 'participant intervention.' Despite the large corpus of existing Vicos publications, this book contains much information that here reaches print for the first time. The chapter authors do not entirely agree on various key points regarding the nature of the Vicos Project, the intentions of project personnel and community actors, and what interpretive framework is most valid; in part, these disagreements reflect the relevance and importance of the Vicos Project to contemporary applied anthropologists and the contrasting ways in which any historical event can be explained. Some chapters contrast Vicos with other projects in the southern Andean highlands; others examine new developments at Vicos itself. The conclusion suggests how those changes should be understood, within Andean anthropology and within anthropology more generally.

During the 20th century, two revolutions swept rural Mexico: the Mexican Revolution and the Green Revolution. In both, revolutionaries promised to address the problems of rural poverty and underdevelopment. The Mexican Revolution led to a significant agrarian reform and created the State and elite that governed Mexico since the 1920s. The Green Revolution helped increase Mexican agricultural production substantially, and in 1970 it won a Nobel Peace Prize for Norman Borlaug, who bred dwarf hybrid wheat. Mexican agronomists played significant roles in both revolutions, but neither revolution brought prosperity to peasant farmers. This book examines the history of Mexican agronomy and agronomists to shed new light on the role of science in the Mexican Revolution, the origins of the worldwide Green Revolution, and general issues about the nature of the professions, the impact of professionals' ties to politics and the state, and discourses between members of Mexico's urban middle class and peasantry. Cotter also analyzes the impact of foreign models of science in Mexico, the history of U.S.-Mexican cooperation in the agricultural sciences, and the factors that led Mexico to seek scientific assistance from the United States. In a broad way, he reveals new aspects of the ongoing struggle for the right to define modernity and progress in rural Mexico, and offers new explanations for the failure of many of the State's efforts to assist peasant farmers.
