The effect of preparing the notches for Charpy V-Notch impact specimens is evaluated. Two methods of preparation are used for this evaluation. They are grinding and broaching. Impact specimens with two energy levels were used: low energy, 15 J (11 ft•lbf) and high energy, 94 J (69 ft•lbf). Twenty-four specimens of each level were made with ground notches and with broached notches. Each was tested with a calibrated impact tester. The material used for the specimens was AISI-4340 alloy steel. The notch characteristics were documented by the following methods: notch angles, notch radii, surface conditions, and near-surface microstructure. Other parameters documented for this study were the ligament thickness, specimen width, and specimen length. In addition, test conditions and results are provided as follows: test temperature, absorbed energy, and lateral expansion. Besides tabular data, photographs give views of the notch surface. Evaluation of the results indicated both types of notches gave equally consistent values, but the ground and broached values differed in their averages. Possible causes for this variation were differences in ligament sizes and bottom of notch radii, surface tears and shallow microstructural deformation in the case of the broached notches.

Economists have an instinctively negative reaction to any government program that creates a "notch, " that is, a discontinuity in a budget constraint. For example, welfare programs like public housing are structured so that a finite lump of benefits is lost all at once when a household's income crosses a certain threshhold. Such notches deserve their bad reputation --they effectively impose a high marginal tax rate over a small income range, which no doubt discourages work and promotes welfare dependency. However, this paper argues that in other contexts, tax and subsidy plans with notches should at least be considered as serious contenders when public policy seeks to encourage or discourage some activity. Using simulations, we show how notch schemes can dominate traditional linear schemes using a standard efficiency criterion

As Directors of this NATO Workshop, we welcome this opportunity to record formally our thanks to the NATO Scientific Affairs Division for making our meeting possible through generous financial support and encouragement. This meeting has two purposes: the first obvious one because we have collected scientists from East, far East and west to discuss new development in the field of fracture mechanics: the notch fracture mechanics. The second is less obvious but perhaps in longer term more important that is the building of bridges between scientists in the frame of a network called Without Walls Institute on Notch Effects in Fatigue and Fracture". Physical perception of notch effects is not so easy to understand as the presence of a geometrical discontinuity as a worst effect than the simple reduction of cross section. Notch effects in fatigue and fracture is characterised by the following fundamental fact: it is not the maximum local stress or stress which governs the phenomena of fatigue and fracture. The physic shows that a process volume is needed probably to store the necessary energy for starting and propagating the phenomenon. This is a rupture of the traditional "strength of material" school which always give the prior importance of the local maximum stress. This concept of process volume was strongly affirmed during this workshop.

The magnification of stresses at geometric stress concentrations is of great importance in engineering design. In particular, problems of frac ture are all the result of local concentrations of stresses arising from abrupt changes of shape or geometrical discontinuities. Typical exam ples are notches, grooves, fillets, flaws and cracks. Their shape and degree of sharpness can greatly influence the load bearing capacity of structural members. From the designer's point of view, a fracture analysis will involve two major concerns: (1) a stress analysis of the geometrical disturbance, and (2) a postulate predicting the event of fracture itself. Comprehensive treatments of the elastic stress dis tributions around a wide variety of geometric cavities are available in the open literature and will not be repeated in this volume. The number of proposed failure criteria is equally exhaustive. However, there is still no coherent treatment of failure for all geometric cavities regardless of their shapes and sizes. This fifth volume of the series on Mechanics of Fracture attempts to join the behavior of sharp discontinuities such as cracks to that of notches or cavities and to provide a few typical analytical methods of stress solutions. The finite element method has been purposely left out, for it is now becoming common procedure in cases too complex for analysis. One of the major applications for fracture mechanics analyses is an assessment of the influence of defects on the strength of structural components.
