When it acquired New Mexico and Arizona, the United States inherited the territory of a people who had been a thorn in side of Mexico since 1821 and Spain before that. Known collectively as Apaches, these Indians lived in diverse, widely scattered groups with many names—Mescaleros, Chiricahuas, and Jicarillas, to name but three. Much has been written about them and their leaders, such as Geronimo, Juh, Nana, Victorio, and Mangas Coloradas, but no one wrote extensively about the greatest leader of them all: Cochise. Now, however, Edwin R. Sweeney has remedied this deficiency with his definitive biography. Cochise, a Chiricahua, was said to be the most resourceful, most brutal, most feared Apache. He and his warriors raided in both Mexico and the United States, crossing the border both ways to obtain sanctuary after raids for cattle, horses, and other livestock. Once only he was captured and imprisoned; on the day he was freed he vowed never to be taken again. From that day he gave no quarter and asked none. Always at the head of his warriors in battle, he led a charmed life, being wounded several times but always surviving. In 1861, when his brother was executed by Americans at Apache Pass, Cochise declared war. He fought relentlessly for a decade, and then only in the face of overwhelming military superiority did he agree to a peace and accept the reservation. Nevertheless, even though he was blamed for virtually every subsequent Apache depredation in Arizona and New Mexico, he faithfully kept that peace until his death in 1874. Sweeney has traced Cochise’s activities in exhaustive detail in both United States and Mexican Archives. We are not likely to learn more about Cochise than he has given us. His biography will stand as the major source for all that is yet to be written on Cochise.

Mexico and the United States each have a constitution and a federal system of government. This fact has led many historians to assume that the Mexican system of government, established in the 1820s, is an imitation of the U.S. model. But it is not. In this interpretation of the independence movement, Nettie Lee Benson tells the true story of Mexico's transition from colonial status to a federal state. She traces the Mexican government's beginning to events in Spain in 1808–1810, when provincial juntas, or deputations, were established to oppose Napoleon's French rule and govern the country during the Spanish monarch's imprisonment. These provincial deputations proved so popular that ultimately they became the established form of government throughout the provinces of Spain and its New World dominions. It was the provincial deputation, not the United States federal system, that provided the model for the state legislative bodies that were eventually formed after Mexico won its independence from Spain in 1821. This finding—the result of years of painstaking archival research—strongly confirms the independence of Mexico's political development from U.S. influence. Its importance to a study of Mexican history cannot be overstated.

This volume of essays marks the fifteenth year of archival and critical work conducted under the auspices of the Recovering the U.S. Hispanic Literary Heritage Project at the University of Houston. This ongoing and comprehensive program seeks to locate, identify, preserve, and disseminate the literary contributions of U.S. Latinos from the Spanish Colonial Period to contemporary times. Covering a wide range of topics, essays include "Bending Chicano Identity and Experience in Arturo Isla's Early Borderland Short Stories," "Recovering Mexican America in the Classroom," and "Early New Mexican Criticism: The Case of Breve Resena de la literatura hispana de Nuevo Mexico y Colorado." In their introduction, editors Kenya Dworkin y Mendez and Agnes Lugo-Ortiz give an overview of the editorial framing of the previous volumes in the series and discuss the significant research issues and agendas raised over the past fifteen years. This volume, like the ones that precede it, is bilingual, confirming the cultural politics that have animated the Recovery Project since its inception: the understanding that the U.S. is a complex multicultural and multilingual society.
