Comment, pourquoi se doter d'une Constitution, émanation du peuple, si le peuple fait défaut ? Que proposer si ce peuple n'existe pas ou, pire, n'a aucune envie d'exister ? Comment faire si nous n'arrivons pas à construire une citoyenneté et une opinion publique proprement européennes ? Ce serait alors la victoire du marché. Si nous laissons faire, il y aura bien sûr d'autres batailles dans l'avenir, mais toutes auront les mêmes enjeux : essayer d'empêcher que de nouveaux secteurs ne tombent entre les griffes du secteur marchand, empêcher la protection sociale de se dégrader encore davantage, les services publics d'être privatisés, les inégalités de se creuser... Citoyenne française, Européenne convaincue, Susan George a fait campagne pour le Non dans le cadre d'Attac et des " collectifs ". Dans ce texte court et incisif, elle démontre que l'Europe a besoin d'une orientation radicalement différente, rompant avec la vision néolibérale incarnée par la Constitution, mais explique aussi pourquoi l'effort pour faire émerger une autre Europe dans un autre monde, loin de s'arrêter avec la victoire du Non en France et aux Pays-Bas, ne fait que commencer.
