La realización de una tarea recopiladora en el reino de Navarra desde su unión con Castilla en 1512, fue siempre ardua y polémica. Era tradicional el enfrentamiento entre el Virrey y su Consejo Real, por un lado, y las Cortes navarras, ya que éstas entendían que, en una recopilación normativa, sólo debían tener cabida las leyes aprobadas por los tres estados reunidos en dichas Cortes, y no emanadas unilateralmente del Consejo Real. Este fue el criterio seguido por La Novíssima Recopilación, que sustituyó a la precedente Recopilación de Antonio Chavier de 1686. Se trata de un texto de carácter oficial impulsado por las Cortes de Pamplona (1701-1702), aprobado por las Cortes de Estella (1724-1726) y finalmente rematado y publicado en 1735, gracias al impulso de Joaquín de Elizondo, oidor en la Cámara de Comptos. La presente edición, revisada por el profesor Jimeno Aranguren, de la Universidad Pública de Navarra, sigue el esquema organizativo de Elizondo: dos tomos que incluyen las leyes del Reino de Navarra, aprobadas en Cortes desde 1512 hasta 1716. Son 1.838 leyes agrupadas en 125 títulos y cinco libros, estructurados de la siguiente manera: el libro primero (tomo I), De las Leyes del Reino de Navarra, trata, entre otras cuestiones, del Rey y su coronación, del Virrey, las Cortes, límites del reino, de los naturales, leyes del reino y disposiciones regias, fortalezas, oficios públicos y privilegios y exenciones; el libro segundo, De los juicios, se dedica a cuestiones procesales; el tercero, De los contratos y últimas voluntades, a temas civiles; el cuarto, De los delitos, trata aspectos penales; y el quinto, De las cosas extraordinarias, recoge disposiciones muy variadas (sobre cofradías, limosnas, caminos, moneda, caza y pesca, obras reales, molinos y oficios diversos, entre otras).
