The National Training Center (NTC) and Fort Irwin occupies 1,200 acres in a remote part of the Mojave Desert. Over 35 miles from the nearest town, the NTC is the only training area in the United States with enough land to conduct full brigade-on-brigade armored combat training. The area was designated as the Mojave Anti-Aircraft Range in 1941 and later renamed Camp Irwin in honor of Maj. Gen. George LeRoy Irwin, commander of the 57th Field Artillery Brigade in World War I. Fort Irwin has been pivotal in training the armed forces for every conflict since World War II and played an important role in the exploration of space. Today, the National Training Center at Fort Irwin serves as the premier training area for US forces preparing to deploy to combat areas anywhere in the world.

The instrumentation system, which has been in place since the early 1980's is now degrading the training experience of the rotational unit and if not addressed will seriously affect the ability of the U. S. Army to field combat ready units.

This study investigates the value of the Army's National Training Center (NTC) as a vehicle for providing important lessons learned to the Army as a whole. The study is focused on the framework which the Army has established to analyze training trends at NTC and convert those trends into lessons which can be used to make necessary changes in the Army. Research reveals that although a framework currently exists to manage change and to implement lessons learned, the present system is not functionally complete. NTC macro-lessons, which may indicate deficiencies in doctrine, organization, equipment, or training, are not being translated into coordinated, integrated, timely changes because the system is not responsive enough. The study offers a rather simple solution to the problem which calls for a special NTC Lessons Learned System Progress Review (SPR), involving some of the Army's key decision-makers.
