The U.S. Army Combat Training Centers (CTCs) have been a great success story since their inception nearly 20 years ago. The National Training Center, Joint Readiness Training Center, Battle Command Training Program, and the Combat Maneuver Training Center all have been essential in maintaining the combat readiness of both leaders and units throughout our Army. These programs not only help to train our forces, but just as important, they are instrumental in the overall force development process. In view of this importance, many critics (to include senior Army officials) argue that our CTCs must change to not only accommodate the reality of increased unit OPTEMPO/PERSTEMPO and decreased training budgets, but also to be more relevant to our current National Military Strategy (NMS) . This paper argues that an evolutionary change of our CTCs with the times is most appropriate. However, the various revolutionary changes suggested by such critics are contrary to the basic purpose and fundamentals of our CTCs, detrimental to the readiness of the U.S. Army, and in actuality do not support our NMS.

The Battle Command Focused Rotation (BCFR) program has grown from the need to understand how commanders develop and execute battle-focused leadership and battle judgment. Development of a battle command benchmark from which the Army can develop competencies and enabling technologies will ensure the ability to meet future requirements of Force XXI. This effort will ensure that the Army understands and prepares commanders to execute battle command and, concurrently, will maximize the Army's investment in information-age technology. Leaders cannot simply view battle command as a checklist; they must understand it as both an art and a science, based in knowledge and effecting high-payoff actions on the battlefield, and is more than command and control. The recognition of shortfalls in the current preparation of battle commanders to routinely demonstrate battle command competencies has created the need for the BCFR. The Battle Command Battle Lab (BCBL), in conjunction with the National Training Center (NTC), Joint Readiness Training Center (JRTC), Combat Maneuver Training Center (CMTC), and the Battle Command Training Program (BCTP), will conduct focused rotations to: (1) examine battle command competencies required during planning, preparation, and execution of operations, (2) identify information needs and shortfalls and then link the shortfalls to information technology requirements, (3) focus on how we teach, coach, and mentor battle command, (4) identify systematic problems in the development, preparation, and support of battle commanders and their staff; and identify solutions, (4) increase the focus on, and understanding of, the art and concept of battle command.

As the world closes the door on the 20th Century and opens the door to the 21st Century, the political and economic climates shaping the Army are changing. The President's and Congress' highest priority is to reduce the size of the national debt and the federal budget. Defense budget cuts are a reality. American leaders and the public want a leaner, but just as effective, military force. To maintain fighting units and soldiers as credible components of America's national defense, tough and realistic training must be conducted. To do this, the Army must provide an environment where units and soldiers receive the best training possible at the most economic costs. Combat Training Centers provide realistic, performance-oriented training that ensures units achieve the standards spelled out in Army doctrine, and are one of the most cost effective training facilities. This paper provides my observations and recommendations as a senior observer and controller for Forward Support Battalions (FSBs) training at the Combat Maneuver Training Center (CMTC), a Combat Training Center (CTC) in Hohenfels, Germany. Specifically, the study discusses the CMTC environment, identifies FSB training shortfalls, and makes recommendations for FSB training.

This study investigates the organization to support media on the battlefield training at the National Training Center (NTC) and the standards by which rotational units are assessed in their ability to facilitate news media representatives under simulated combat conditions. The National Training Center's media on the battlefield organization is compared against those developed by other combat training centers (CTCs) and the pillars of the CTC model as established in Army Regulation 350-50, The Combat Training Center Program (1997). This study reveals the resource shortfalls and lack of doctrinal standards that mitigate against challenging, doctrinally correct, effective, and consistent media on the battlefield training. It then presents feasible solutions to provide adequate resources to conduct this training despite the constraints of a zero-growth environment. Further, the study analyzes the different standards in use at each CTC, recommending specific tasks, conditions, and standards for inclusion in brigade and battalion mission training plans and soldier skill manuals. This would fill a critical gap in Public Affairs doctrine and provide tactical units with the necessary guidance to train in order to facilitate media on the battlefield.

The Training Systems Research Division of the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) has been conducting a multiyear research program designed to increase unit combat capability. The program goal is to identify, develop, and evaluate improvements in unit home station preparation for combat based on changes in training management policies and procedures. A general officer advisory group identified six areas for unit capability research: resources, training management, personnel stability, personnel quality, cohesion, and leadership. Both heavy- and light-maneuver battalions are being examined. The ARI Field Unit at Fort Benning is responsible for research on Light Infantry capability. The focus of the Fort Benning Field Unit is primarily on training management and resource issues. These issues target training events, procedures, and policies thought to impact unit performance. Follow-on research will evaluate the effectiveness of training enhancements in areas where findings show improvements are needed. This report summarizes the results from the first year of research with Light Infantry battalions. The first year identified correlates of combat readiness and areas where training and/or training management innovations would improve unit performance. Combat readiness was measured by performance at combat training centers (CTCs), primarily the Joint Readiness Training Center (JRTC).
