Recent attempts to map the resulting social and cultural history of these military–industrial policy decisions suggest that nuclear mobilisation had far-reaching consequences for British life. The Juggernaut is a light-water-cooled and moderated, graphite-reflected, heterogeneous thermal reactor designed to provide experimental facilities for conducting basic research in the neutron flux range to 4 x l012 n/cm sq./sec at an operating power level of 250 kw(t). Pertinent design and operating characteristics are tabulated. Evaluations are made for potential hazards posed by certain hypothetical major accidents during the operation, and the adequacy of the safeguards provided to insure that the health and safety of personnel, within and beyond the site boundary, are not unduly endangered. The results indicate that in the event of any conceivable reactivity increase, auxiliary and inherent safety features pecuIiar to the Juggernaut will operate to insure automatic shutdown through a nondestructive BORAX-type process.

The JUGGERNAUT is an intermediate-power research reactor designed and constructed as a supporting facility for chemistry and physics research. The design of this reactor is similar to that of the ARGONAUT, and those methods of evaluating the nuclear characteristics of the ARGONAUT which gave good agreement with experimental data were considered applicable to the analysis of the JUGGERNAUT. The analyses for both the JUGGERNAUT and the ARGONAUT were based on a modified two-group theory. The criticality calculations were carried out with the 1BM 704 and the two-dimensional PDQ code. Reactivity effects were calculated by hand by means of perturbation techniques, with the real and adjoint fluxes obtained from PDQ calculations.

This book deals with the history and future of the concept of ‘world peace through law’ (WPTL), which advocates replacing the use of international force with the global rule of law. WPTL calls for replacing war with the global rule of law by arms reductions, including the abolition of nuclear weapons, global alternative dispute resolution mechanisms, and various enforcement mechanisms. This book sets forth a three-part proposal: 1) arms reductions – primarily the abolition of nuclear weapons, with necessarily concomitant reductions in conventional forces; 2) a four-stage system of global alternative dispute resolution (ADR), utilizing both law and equity; 3) adequate enforcement mechanisms, including a UN Peace Force. The core of this proposal is alternative dispute resolution mechanisms—international ADR. International ADR would consist of a four-stage process of compulsory negotiation, compulsory mediation, compulsory arbitration., and compulsory adjudication by the World Court. The fundamental proposition of this book is that the use of alternatives to war, global ADR, is the ultimate solution to the problem of peace. The full implementation of WPTL will entail a vast array of progressive initiatives on many fronts, including abolition of nuclear weapons, with the global rule of law being the capstone to all of these developments. This book will be of great interest to students of peace studies, arms control, international law, and world politics.
