"The arrest and public confession of Pakistani nuclear weapons scientist Abdul Qadeer Khan in 2004 revealed the existence of a global proliferation network which had, over almost two decades, provided nuclear technology, expertise, and designs to Iran, North Korea, Libya and possibly other countries. Khan was not the only nuclear arms merchant and Pakistan was not the only country implicated in his shadowy network. It spanned three continents and eluded both national and international systems of export controls that had been designed to prevent illicit trade. The discovery of the network highlighted concerns that nuclear technology is no longer the monopoly of industrially advanced countries, but can be purchased off-the-shelf by both states and terrorist groups. Unfortunately, a nuclear terrorist act is only one-- and hardly the most probable-- of several frightening security threats Pakistan now faces or poses. We know that traditional acts of terrorism and conventional military crises in Southwest Asia have nearly escalated into wars and, more recently, even threatened Indian and Pakistani nuclear use. Certainly, the war jitters that attended the recent terrorist attacks against Mumbai highlighted the nexus between conventional terrorism and war. For several weeks, the key worry in Washington was that India and Pakistan might not be able to avoid war. Similar concerns were raised during the Kargil crisis in 1999, and the Indo-Pakistani conventional military tensions that arose in 2001 and 2002-- crises that most analysts (including those who contributed to this volume) believe could have escalated into nuclear conflicts. The intent of this book is to conduct a significant evaluation of these threats. Its companion volume, Worries Beyond War, published in 2008, focused on the challenges of Pakistani nuclear terrorism. These analyses offer a window into what is possible and why Pakistani nuclear terrorism is best seen as a lesser included threat to war, and terrorism more generally. Could the United States do more with Pakistan to secure Pakistan's nuclear weapons holdings against possible seizure? It is unclear. This book argues that rather than distracting our policy leaders from taking the steps needed to reduce the threats of nuclear war, we would do well to view our worst terrorist nightmares for what they are: subordinate threats that will be limited best if the risk of nuclear war is reduced and contained.

Tactical Nuclear Weapons (TNWs), often referred to as “battlefield”, “sub-strategic”, or “non-strategic” nuclear weapons, usually have a plutonium core and are typically distinct from strategic nuclear weapons. Therefore, they warrant a separate consideration in the realm of nuclear security. The yield of such weapons is generally lower than that of strategic nuclear weapons and may range from the relatively low 0.1 kiloton to a few kilotons. Pakistan’s quest to acquire tactical nuclear weapons has added a dangerous dimension to the already precarious strategic equation in South Asia. The security discourse in the subcontinent revolves around the perennial apprehension of a conventional or sub-conventional conflict triggering a chain reaction, eventually paving the way for a potential nuclear crisis haunting peace and stability in the region. Pakistan believes that the successful testing of the 60-km nuclear-capable short-range m issile Hatf-9 (Nasr) “adds deterrence value to Pakistan’s strategic weapons development programme at shorter ranges.” In paradox, the fact remains that this step has further lowered Pakistan’s nuclear threshold through the likely use of TNWs. The introduction of TNWs into the tactical battle area further exacerbates credibility of their control. Pakistan has not formally declared a nuclear doctrine, but it is well known that nuclear weapons are its first line of defence. The use of TNWs in the India-Pakistan case will alter the strategic scenario completely as Pakistan would threaten India with the use of TNWs in the event of New Delhi responding against Islamabad with a conventional strike in reaction to a 26/11-style terrorist attack. Pakistan forgets that given its offensive strategic posture and continuing involvement in terror strikes in India, it is New Delhi which is confronted with the problem of developing a strategy to counter Pakistan’s “first-strike” and proxy war in the light of its declared “no-first-use” policy. This edited volume attempts to address and decipher complex issues, including aspects such as China’s WMD collaboration with Pakistan, nuclear command and control dynamics within Pakistan, overall rationale and implications of TNWs, safety and security of nuclear weapons, scenarios for nuclear usage, India’s potential response options and, more specifically, the technical aspects of the Nasr delivery system.

Non-proliferation concerns have often been shrugged off by nations for short-term and short-sighted strategic interests. The present relationship between Pakistan and the US is a case in point. The focus of this work is to determine whether the Western experts' apprehensions on the safety and security of Pakistan's nuclear installations and fissile material are well founded or an exaggeration. The decades-old nuclear trade between Pakistan and other countries has also been discussed with a view to highlighting the fact that A. Q. Khan's proliferation linkages did not come as a surprise to the US, emphasizing the point that Washington had been turning a blind eye to the nuclear linkages and programmes for its own strategic interests. The study also holds that NPT has been unsuccessful in controlling nuclear proliferation and suggests ways to curb further proliferation.
