If the nuclear weapons club were to further expand, would Americas democratic allies in Northeast Asia be among the next entrants? Japan, South Korea and Taiwan all have robust civilian nuclear energy programmes that make them virtual nuclear powers according to many analysts. All three once pursued nuclear weapons and all face growing security threats from nuclear-armed adversaries. But will they or rather, under what circumstances might they? This book analyses these past nuclear pursuits and current proliferation drivers. In explaining the nuclear technology that the three now possess, it considers how long it would take each to build a nuclear weapon if such a fateful decision were made. Although nuclear dominoes Northeast Asia cannot be ruled out, the author does not predict such a scenario. Unlike when each previously went down a nuclear path, democracy and a free press now prevail as barriers to building nukes in the basement. Reliance on US defence commitments is a better security alternative -- as long as such guarantees remain credible, an issue that is also assessed. But extended deterrence is not a tight barrier to proliferation of sensitive nuclear technologies. Nuclear hedging by its Northeast Asian partners will challenge Washingtons nuclear diplomacy.

Since its enactment in 1970, the Nuclear Non-Proliferation Treaty (NPT), has become one node of a massive, sprawling, multibillion-dollar regime that is considered essential to slowing the proliferation of nuclear weapons and weapons technology. However, according to Shampa Biswas, these well-intentioned efforts to halt the spread of nuclear weapons deflect attention from a hierarchical global nuclear order dominated by powerful states and capitalist interests that benefit from the status quo. In Nuclear Desire, Biswas proposes that pursuit and production of nuclear power is sustained by this unequal global order whose persistent and daily harmful effects are experienced by some of the most vulnerable bodies around the world. Making a compelling case for nuclear abolition, she shows that the path to nuclear zero is more successfully traversed through the perspective of postcolonialism and the political economy of injustice?rather than through the prism of “security.” In the end, the nonproliferation regime maintains a hierarchy of haves and have-nots, one that reinforces inequalities that run counter to the NPT’s broader goal. Innovative, forcefully argued, and long overdue, Nuclear Desire moves beyond conventional critiques to give scholars and students of international relations new insights into how a more secure world might simultaneously be more peaceful and just.

This book examines the moral dilemmas of nuclear dissemination, and the justifications of both nuclear pursuit and avoidance by contemporary states. Applying Constructivist methodologies and moral theory, the author analyses a core set of moral dilemmas that ensnare decision-makers amongst state and non-state nuclear aspirants, as well as amongst states committed to preventing horizontal proliferation. The book shows that the character, structure and implications of these dilemmas have not yet been adequately understood or appreciated, and that such an understanding is necessary for an effective set of nonproliferation policies. Furthermore, it shows that the dilemmas’ force and political policy import are evident in the 'discourses' that diverse actors undertake to defend their nuclear choices, and how the dilemmas of nuclear aspirants are implicated in those of nuclear preventers. The author advocates a number of policy recommendations that reinforce some already made by scholars and experts but, more importantly, others that advise significantly different courses of action. The book reveals how the moral dilemmas of nuclear aspiration, avoidance, and prevention constitute the security dilemmas and paradoxes that comprise much of the 21st century security environment.
