First published in Paris in 1834, Journey to the United States of America / Viaje a los Estados Unidos del Norte América, by Lorenzo de Zavala, is an elegantly written travel narrative that maps de Zavala's journey through the United States during his exile from Mexico in 1830. Embracing U.S., Texas, and Mexican history; early ethnography; geography; and political philosophy, de Zavala outlines the cultural and political institutions of Jacksonian America and post-independence Mexico. de Zavala's commentary rivals Alex de Tocqueville's classic travel narrative, Democracy in America, which was published in Paris one year after de Zavala's. The narrative presents the first account of U.S. political culture from a Mexican point of view and constructs the first comparative political and historical framework for the relationship between Mexico and the United States. In passionate prose, de Zavala argues for the incorporation of the true democratic ideals of the enlightenment in the fledgling Republic of Texas. He hoped Texas would meld the best of both Mexican and American cultures. de Zavala believed that if his colleagues who helped frame the Texas Constitution understood the complexities of democracy and the ideals that their state could achieve through a liberal, federal government that gave equal rights to all of its constituents: Native Americans, Mexicans, Euro-Americans, and free African Americans. The original text is accompanied by eight pages of maps and historical photos, John-Michael Rivera's critical introduction, and an English translation based upon Wallace Woolsey's deft translation, expanded and revised for the purposes of this volume.

Al giro hacia la democracia que se manifestó en tres olas sucesivas a lo largo de las últimas décadas del siglo pasado, se le dio en llamar “transición a la democracia”. La primera se produjo en Europa occidental y comprendió a Portugal, Grecia y España en la década del 70, la segunda en América Latina y, por último, les tocó a los países de Europa Oriental luego de la caída del muro de Berlín. En todos los casos, esta etapa antecedió a la de la consolidación de las democracias o al menos, al inicio del camino hacia su conquista. En su transcurso se llevó a cabo un minucioso análisis de las nuevas instituciones susceptibles de sustentar al Estado de Derecho. En esta oportunidad, se partió de la premisa según la cual el retorno a la democracia no se agota con la celebración de elecciones de autoridades y con la sanción de una nueva constitución, sino que requiere, además, de un tránsito cuya extensión en el tiempo variará de país a país. Esta etapa, como expresáramos con anterioridad, estará consagrada a la puesta en marcha de las herramientas a las que nos referimos en el párrafo anterior. En esta obra Daniel Sabsay nos ofrece una compilación de ocho de sus trabajos dedicados a nuevas instituciones o a la profundización de las que ya existían antes de la etapa de transición. Se trata de aspectos de las partes dogmática y orgánica de una constitución. Los derechos a la intimidad, a un ambiente sano, el amparo, junto a la problemática de la democracia y la desigualdad, son los temas de la primera parte. Mientras que el estudio del federalismo, de la integración regional, del presidencialismo y el ballotage, refieren a la segunda. Las cuestiones no han sido elegidas al azar, sino que se las ha seleccionado en razón de que formaron parte de las agendas de las transiciones. Dada la fragilidad de las democracias que se sucedieron en las tres olas, volver a la observación de los aportes que comprende este compendio pensamos que contribuirá a su fortalecimiento.
