Este libro nació hace dos años gracias al impulso de Francisco Rosende, amigo, maestro y economista riguroso, que tuvo la idea de convocar a expertos para aportar y refrescar el debate de políticas públicas que se desarrollaba en el país. Los trabajos que presentamos consideran un riguroso análisis de cinco áreas centrales para el desarrollo: Educación, Salud, Política Social, Política Tributaria y Crecimiento Económico, que se complementan con el contenido de un experto en las diversas políticas analizadas. El resultado es un análisis reflexivo de los datos y las ideas que agrega valor a la discusión en políticas públicas, las que para ser exitosas, requieren necesariamente atender a los diseños institucionales y medir los incentivos que generan.

Bringing together comparative case studies from Central Europe and South America, this book focuses on 'new' regions - regions created as political projects of modernization and 're-scaling'. Through this approach it de-codes 'New Regionalism' in terms of its contributions to institutional change, while acknowledging its contested nature and contradictions. It questions whether these regions are merely a strategy of neo-liberal adjustment to changing political and economic conditions, or whether they are indicative of true reform, greater citizen participation and empowerment. It assesses whether these regions are really representing something new or whether they are a reconfiguration of traditional power relationships. It provides a timely critical analysis of 'region-building' and the extent to which national processes of decentralization and sub-national processes of regionalism can enhance the effectiveness and responsiveness of governance.

La importancia creciente del tema de las políticas públicas en los discursos políticos y académicos en América Latina no se corresponde con una difusión similar de los principales aportes, propuestas, debates y discusiones que ocupan los especialistas en políticas públicas en sus redes académicas, en sus publicaciones y en sus revistas especializadas, principalmente en Estados Unidos y en Europa. This edited collection of chapters showcases original and interdisciplinary ethnographic fieldwork in a range of international settings; including studies of underground pub life in North East England; Finnish hotels; and bio-scientific institutions in the Amazonian rainforest. Informed by John Law’s concept of ethnographic “mess,” this book makes a unique, empirically-informed, contribution to an understanding of the social construction of knowledge and the role that ethnography can and does play (Law, 2004). It provides a range of colourful snapshots from the field, showing how different researchers from multiple research environments and disciplines are negotiating the practicalities, and epistemological and ethical implications, of “messy” ethnographic practice as a means of researching “messy” social realities. Law notes that “social…science investigations interfere with the world…things change as a result. The issue, then, is not to seek disengagement but rather with how to engage” (ibid p14). Drawing on their own situated experiences, the book’s contributors address the “messy” implications of this and also explore the (equally messy) issue of why engage. They reflect on the process of undertaking research, and their role in the research process as they negotiate their own position in the field. What is ethnography “for”? What impact should, or do, we have in the field and after we leave the research site? What about unintended consequences? When (if ever) are we “off duty?” What does “informed consent” mean in a constantly shifting, dynamic ethnographic context? Is ethnography by its very nature a form of “action research?” By providing a wide range of situated explorations of “messy ethnographies,” the book presents a unique, hands-on guide to the challenges of negotiating ethnography in practice, which will be of use to all researchers and practitioners who use ethnography as a method.
