Mas este mundo aparentemente perfeito sofre uma inesperada ameaça: a Grande Ásia, lutando com graves problemas de demografia, acaba de invadir a Europa... Um velho Reitor, estudioso do passado, é chamado a liderar uma equipa que possa refundar algures a Nova Europa e a deixar testemunho da sua História. The idea of Utopia springs from a natural desire of transformation, of evolution pertaining to humankind and, therefore, one can find expressions of “utopian” desire in every civilization. O fim da Guerra Fria demonstrou a possibilidade histórica de mudança pacífica e aparentemente mostrou a superioridade das abordagens não realistas nas Relações Internacionais. No entanto, no período subsequente, muitos países europeus experimentaram o ressurgimento de uma área distintamente realista: a geopolítica. Em geopolítica enfatiza-se, de um lado, a relação entre política e poder; e, de outro, entre território, localização e ambiente. Este estudo comparativo mostra como o renascimento da geopolítica veio não apesar do fim da Guerra Fria, mas por causa dele. Desorientados pelos eventos de 1989 em sua autocompreensão e na concepção de seus papéis no cenário mundial, muitos atores da política externa europeus usaram o determinismo do pensamento geopolítico para encontrar rapidamente seu lugar na política mundial. O autor desenvolve uma metodologia construtivista que permite estudar mecanismos causais, e sua abordagem comparativa permite uma ampla avaliação de algumas das dinâmicas fundamentais da segurança europeia.
