Após anos de intensa preocupação com a estabilização monetária, ajustes fiscais recessivos e com os processos de liberalização comercial e financeira, o Brasil voltou sua atenção para o processo de desenvolvimento econômico – entendido neste livro como emanado de uma mudança estrutural e qualitativa da pauta produtiva – e formulou três políticas industriais de longo prazo entre 2003 e 2014, período aqui contemplado. A Política Industrial, Tecnológica e de Comércio Exterior (PITCE – 2003), a Política de Desenvolvimento Produtivo (PDP – 2008) e o Plano Brasil Maior (PBM – 2011) foram concebidos durante os governos do Partido dos Trabalhadores (PT) e tiveram como objetivo maior a retomada do desenvolvimento industrial via inovação e difusão de novas tecnologias. Nesta obra, mostramos que os resultados quantitativos e qualitativos aquém do esperado dessas agendas industriais estão largamente relacionados à pouquíssima falta de harmonização entre as esferas de política econômica durante o período. Para tal, analisamos a literatura econômica que trata sobre política industrial e sua articulação com a gestão macroeconômica e estudamos os casos bem-sucedidos da Coreia do Sul e de Taiwan, que se desenvolveram tardiamente (isto é, com tecnologia emprestada), adotando políticas industriais e tecnológicas de longo prazo em harmonia com agendas macroeconômicas de curto prazo que garantiram a competitividade das indústrias locais no comércio internacional.

Over fifty years ago, Vannevar Bush released his enormously influential report, Science, the Endless Frontier, which asserted a dichotomy between basic and applied science. This view was at the core of the compact between government and science that led to the golden age of scientific research after World War II—a compact that is currently under severe stress. In this book, Donald Stokes challenges Bush's view and maintains that we can only rebuild the relationship between government and the scientific community when we understand what is wrong with that view. Stokes begins with an analysis of the goals of understanding and use in scientific research. He recasts the widely accepted view of the tension between understanding and use, citing as a model case the fundamental yet use-inspired studies by which Louis Pasteur laid the foundations of microbiology a century ago. Pasteur worked in the era of the "second industrial revolution," when the relationship between basic science and technological change assumed its modern form. Over subsequent decades, technology has been increasingly science-based. But science has been increasingly technology-based--with the choice of problems and the conduct of research often inspired by societal needs. An example is the work of the quantum-effects physicists who are probing the phenomena revealed by the miniaturization of semiconductors from the time of the transistor's discovery after World War II. On this revised, interactive view of science and technology, Stokes builds a convincing case that by recognizing the importance of use-inspired basic research we can frame a new compact between science and government. His conclusions have major implications for both the scientific and policy communities and will be of great interest to those in the broader public who are troubled by the current role of basic science in American democracy.

Globalization and Competition explains why some middle-income countries, principally those in Asia, grow fast while others are not successful. The author criticizes both old-style developmentalism and the economics of the Washington Consensus. He argues instead for a "new developmentalism" or third approach that builds on a national development strategy. This approach differs from the neoliberal strategy that rich nations propose to emerging economies principally on macroeconomic grounds. Developing countries face a key obstacle to growth, namely, the tendency to overvaluate foreign exchange. Instead of neutralizing it, the policy that rich countries promote mistakenly seeks growth through foreign savings, which causes additional appreciation of the national currency and often results in financial crises rather than genuine investment.
