Portugal do século XX, até a rotura de 1974/75, é, do ponto de vista politico, marcado por três caracteristicas : longas pemanenciâs, designadamente longos processos de crise terminal (a crise do liberalismo monárquico entre 1890 e 1910, o Estado Novo e a deterioraçao que se arrasta desde o inicio dos anos 60); incapacidade de processos endogenos de reforma ou de transiçao modernizeante a partir das elites dos grupos dominantes, soluçoes de rotura violenta no film da linha, tornadas quase inevitàveis pelo estado de isolamento e apodrecimento dos regimes durrubados em qualquer das três situaçoes históricas em que isso vai acontecer (1910, 1926 e 1974). Mos as roturas revolucionarias feitas em nome da modernizaçáo politica democrática e do desenvolvimento económico-social, ou vao falir rotudamente como tentativas de mudança, abrindo o caminho ás alternativas facizantes e antidemocráticas, ou, como em 74/75, serao de uma radicalidade real mas breve, gerando processos de modernizaçao efectivos mas tardios. E certo que o Estado Novo, sobretudo após a II Guerra Mundial, fará vrescer economicamente o país a ritmo acelerado, acompanhando e benficiando dos 30 anos de ininterrupta prosperidade europeia. Mas é um crescimento a que só dificimente se pode dar o epíteto de modernizaçao: sem democracia, sem pratidos politicos, sem liberdade de expressao, sem justiça social, sem liberdade sindical, sem direito à greve e com opressao política, com emigraçao maciça, com un analfabetismo esmagador e com uma guerra sem sentido e sem film nas colónias. Parte destas características podem ser compreendidas pela natureza das elites dominantes : pouco numerosas mas muito oligarquizadas, com forte peso dos sectores mais parasitários, de cultura maioritariamente tradicionalista e ultraconservada, quase sempre indisponíveis para correr riscos, em geral, e de protagonizar processos de reforma modernizantes, em particular.
