This compilation represents the first study to examine the historical evolution and shifting global dynamics of policing across the Lusophone community. Ambition theory suggests that scholars can understand a good deal about politics by exploring politicians' career goals. In the USA, an enormous literature explains congressional politics by assuming that politicians primarily desire to win re-election. In contrast, although Brazil's institutions appear to encourage incumbency, politicians do not seek to build a career within the legislature. Instead, political ambition focuses on the subnational level. Even while serving in the legislature, Brazilian legislators act strategically to further their future extra-legislative careers by serving as 'ambassadors' of subnational governments. Brazil's federal institutions also affect politicians' electoral prospects and career goals, heightening the importance of subnational interests in the lower chamber of the national legislature. Together, ambition and federalism help explain important dynamics of executive-legislative relations in Brazil. This book's rational-choice institutionalist perspective contributes to the literature on the importance of federalism and subnational politics to understanding national-level politics around the world.

Nove de Julho de 1932. Ai iniciava-se em São Paulo o movimento armado contra o governo revolucionário instalado em 1930 por Getúlio Vargas e as forças políticas representadas pela Aliança Liberal e o Tenentismo. Os diversos interesses, projetos divergentes e contraditórios da revolução liberal de 30 desembocaram nos trágicos episódios de uma guerra civil que mobilizou forças políticas e militares para uma luta encarniçada. Parte dos sete milhões de habitantes do Estado de São Paulo viveu e testemunhou, naquele ano, acontecimentos marcados por ódios, paixões e ideais. O conflito armado durou 85 dias (de 9 de julho a 2 de outubro). Do lado paulista, cerca de 200 mil voluntários inscritos. Aproximadamente 66 mil soldados, voluntários e tropas regulares do exército e da Força Pública, participaram dos combates. Geograficamente, o conflito envolveu principalmente os Estados de São Paulo e Mato Grosso, com episódios isolados no Rio Grande do Sul, Paraná, Minas Gerais, Distrito Federal, Rio de Janeiro, Bahia, Pará e Amazonas. Todavia, foi um movimento sobretudo paulista, já que a leitura dos antagonismos fixou-se na equação São Paulo versus Ditadura. O número de mortos do lado constitucionalista chegou a 830 soldados, quase o dobro dos pracinhas da Força Expedicionária Brasileira que perderam a vida nos campos da Itália na Segundo Guerra Mundial. Uma das características sui generis que marca a memória desse episódio é o fato de não existir, ao que se sabe, registros em nossa história de outro movimento revolucionário cuja comemoração do evento e o culto aos heróis sejam tradicionalmente realizados pelos vencidos, e não pelos vencedores da guerra.
