Terceiro, nas reformas de Pereira Passos e o arrasamento dos morros do Centro que nortearam a verticalização da cidade. Por fim, com a integração da cidade na malha rodoviária da Região Sul, que levou a abertura de avenidas e tuneis e ao erguimento de um complexo de viadutos, nas administrações Lacerda, Negrão de Lima e Chagas Freitas.0 Rio de Janeiro nas Alturas e um livro original e pioneiro, com acabamento de qualidade, repleto de fotos e ilustrações, que conta um pouco da história dos bairros da cidade.
