Am Umgang mit Randgruppen lässt sich ablesen, wie es um das soziale Selbstverständnis des Staates und die Solidarität und Rücksicht innerhalb unserer Gesellschaft bestellt ist. Obdachlose stellen dabei zweifelsohne eine soziale Randgruppe dar, da sie im Alltagsdiskurs als von der Norm abweichend bezeichnet werden und Merkmale devianten Verhaltens aufweisen, aufgrund derer sie nicht als in das vorherrschende soziale und kulturelle Gefüge eingegliedert gelten. Die Obdachlosigkeit als soziales Problem und ihre Bekämpfung stellt ein wichtiges Arbeitsfeld der Sozialen Arbeit dar, denn ihr Ziel ist die Förderung des sozialen Wandels und die Befähigung der Menschen, in freier Entscheidung ihr Leben besser zu gestalten. Die Soziale Arbeit ist dabei gleichzeitig bestrebt, den sozialen Zusammenhalt unmittelbar zu fördern und darüber hinaus gesellschaftliche Veränderungsbedarfe anzumahnen. In dem vorliegenden Buch soll dementsprechend versucht werden, die Bearbeitung und Bekämpfung von Obdachlosigkeit in Einklang mit Forderungen nach Integration und Inklusion zu bringen. Laut der Bundesagentur für Arbeit beendet Inklusion das Wechselspiel von Exklusion (ausgrenzen) und Integration (wieder eingliedern). Bei der Bearbeitung der vorliegenden Thematik soll diese Aussage auf ihre Richtigkeit überprüft werden, wobei sich kritisch mit integrativen und inklusiven Handlungsstrategien im Bereich der Obdachlosenhilfe auseinandergesetzt werden soll.

Obdachlose stellen dabei zweifelsohne eine soziale Randgruppe dar, da sie im Alltagsdiskurs als von der Norm abweichend bezeichnet werden. Sie weisen folglich gegenüber der Mehrheitsgesellschaft Merkmale auf, aufgrund derer sie nicht als in das vorherrschende soziale und kulturelle Gefüge eingegliedert gelten. Das deviante Verhalten zeichnet sich dabei durch das Leben ohne Obdach mit den damit zusammenhängenden prekären Lebenslagen aus. Dabei stellt die Obdachlosigkeit als soziales Problem und deren Bekämpfung ein Arbeitsfeld der Sozialen Arbeit dar, denn Ziel ist die Förderung des sozialen Wandels und die Befähigung der Menschen, in freier Entscheidung ihr Leben besser zu gestalten. Gestützt wird diese Arbeit durch Prinzipien der Menschenrechte und sozialer Gerechtigkeit. Die Soziale Arbeit ist dabei gleichzeitig bestrebt, den sozialen Zusammenhalt unmittelbar zu fördern und darüber hinaus gesellschaftliche Veränderungsbedarfe anzumahnen. Sie beteiligt sich aktiv an deren Umsetzung und ermöglicht und unterstützt die Teilhabe aller Bürger in einer Gesellschaft (Internetpräsenz: DBSH/ IFWS, 2000, S. 1). Hier wird deutlich, dass die Soziale Arbeit sich neben der Befähigung und Unterstützung des einzelnen Individuums auch an gesellschaftspolitischen Prozessen beteiligt. Erkennbar ist dies dadurch, dass die Situation Obdachloser und die praktische Arbeit der Akteure Sozialer Arbeit immer im Zusammenhang mit Exklusion und gesellschaftlichen Entwicklungsprozessen steht. In diesem Kontext soll in dieser Bachelorarbeit versucht werden, die Bearbeitung und Bekämpfung von Obdachlosigkeit in Einklang mit Forderungen nach Integration und Inklusion zu bringen.
