Son cada vez más los jovénes que se plantean la negativa al servicio militar: las estadísticas no dejan lugar a dudas. Entre estos mismos objetores, son también cada vez más los que se declaran insumisos, negándose no sólo al cumplimiento de las obligaciones militares, sino a cualquier otro tipo de servicio sustitutorio. Frente a un fenómeno significativo como éste, son muchas y divergentes las opiniones existentes dentro de la sociedad civil y de la eclesiástica, sobre todo en el tema de la insumisión. Para algunos, la moderna objeción de conciencia parece inconciliable con el pensamiento católico, pues sólo sería aceptable cuando hubiera que oponerse a una conducta inmoral considerada injusta o pecaminosa. La vida militar, por el contrario, no sólo sería legítima, sino que -dentro de ciertos límites y con ciertas condiciones- debería ser incluso impulsada. La aceptación de esta conducta equivaldría, en el fondo, a un gesto de tolerancia para evitar consecuencias peores. No parece que nadie se oponga hoy con este radicalismo a la legitimidad de la objeción de conciencia, sobre todo cuando son bastantes los países democráticos que la han incluido en su legislación como una alternativa jurídica y cuando, además, es valorada también como una opción ética cargada de profetismo social y cristiano. Sin embargo, las reflexiones sobre la insumisión despiertan pareceres mucho más contradictorios. Según algunos, se trata de una conducta que nace de un talante insolidario y que no encierra más que un egoísmo encubierto. En el extremo contrario, la insumisión se considera como un verdadero derecho que a nadie se le puede negar. Ante esta situación, es lógico que muchos se pregunten: ¿nos hallamos ante una conducta inaceptable o ante un gesto profético y evangélico?: ¿supone una actitud insolidaria para eximirse de ciertas responsabilidades sociales o constituye un compromiso serio por la mejora de la sociedad?: ¿manifiesta un talante anárquico o un ideal constructivo?: ¿está impulsada por una motivación válida o es un producto de la picaresa latina?... Las siguientes reflexiones desean iluminar el tema desde una perspectiva ética -sin entrar en otros aspectos técnicos, jurídicos o políticos-, para que la conciencia personal de todos aquellos que se lo planteen tenga los datos necesarios antes de llegar a una decisión.EDUARDO LÓPEZ AZPITARTE, jesuita, es profesor de Moral en la Facultad de Teología de Granada. Secularism: the definition of this word is as practical and urgent as income inequalities or the paths to sustainable development. In Russia, as the confrontation over the constitutional distribution of authority raged, Boris Yeltsin's economic program regularly wended its way in and out of the Constitutional Court until Yeltsin finally suspended that court in the aftermath of his clash with the hard-line parliament. S. -J apan Bioethics Congress.
