Garish churches, gabled panel blocks, neo-historical tenements—this book is about these and other architectural oddities that emerged in Poland between 1975 and 1989, a period characterised by the decline of the authoritarian socialist regime and waves of political protest. During that period, committed architects defied repressive politics and persistent shortages, and designed houses and churches which adapted eclectic historical forms and geometric volumes, and were based on traditional typologies. These buildings show a very different background of postmodernism, far removed from the debates over Robert Venturi, Philip Johnson, or Prince Charles in Western Europe and North America—a context in which postmodern architecture stood not for world-weary irony in an economically saturated society, but for individualised counter-propositions to a collectivist ideology, for a yearning for truth and spiritual values, and for a discourse on distinctiveness and national identity. Postmodern Architecture in Socialist Poland argues that this new architecture marked the beginning of socio-political transformation and at the same time showed postmodernism's reconciliatory potential. In light of massive historical ruptures and wartime destruction, these buildings successfully responded to the contradictory desires for historical continuity and acknowledgment of rupture and loss. Next to international ideas, the architects took up domestic traditions, such as the ideas of the Polish school of historic conservation and long-standing national-patriotic narratives. They thus contributed to the creation of a built environment and intellectual climate that have been influential to date. This book will be of great interest to students and scholars interested in postmodern architecture and urban design, as well as in the socio-cultural background and transformative potential of architecture under socialism.

The idea of heritage as a “capital of irreplaceable cultural, social and economic value” was already present in the European Charter of the Architectural Heritage, adopted by the Council of Europe in 1975 (par.3). Today, this discourse is getting increasing attention on the research agenda. Some argue that, although heritage is always valued highly, the current interest in the impact of heritage is caused by the democratisation of heritage and the increased importance of heritage in today’s society. Others argue that a universal scarcity of funds for heritage management and conservation is the reason to give it its proper attention. Therefore, the Raymond Lemaire International Centre for Conservation (University of Leuven) considered “Heritage Counts” a relevant and timely topic for its yearly international conference, the “thematic week”. This edition twins with the “Cultural Heritage Counts for Europe” project, funded by the EU Culture Programme. The opening day of the conference was co-organised by the lead partner of this project, EUROPA NOSTRA, and brought together European policymakers and international researchers involved in cultural heritage. This volume specifically reports on the lectures and fruitful debates on heritage impact during the 2015 thematic week. It was observed that evolutions in discourse and policy hold a significant prospect, which also entail an increasing demand for shared insights and formation. In response, this publication reflects on heritage impact by providing research, case studies and reflections that can serve as baseline records, guidance - and hopefully inspiration. The findings are subdivided in three main chapters: “Framing the paradigm”, “Impact assessments: research, methods and practice” and “Linking management, conservation and sustainable development”.

At the request of UNESCO, Jiri Toman, Acting Director of the Henry Dunant Institute in Geneva has written this detailed analysis of the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict - still the only universal legal instrument in this field. The author has used the materials that emerged from the preparatory work for the Convention and has taken numerous examples from UNESCO’s records about the application of the Convention in conflicts over the last 40 years to illustrate this article-by-article commentary on the Convention itself, the Regulations for its Execution, and its Protocol. The author establishes parallels with other international legal instruments such as the 1977 Protocols Additional to the 1949 Geneva Conventions or the other UNESCO conventions relating to cultural heritage and puts forward ideas for a more general study of the protection of cultural property in the event of armed conflict and the legal and practical ways of achieving this. This work should satisfy the expectations of politicians and those responsible for culture in the countries that are States Parties to the Convention, now numbering more than 80, and of those that are considering becoming parties to it, given the increasing calls being made for the international community to have greater powers to defend the cultural heritage from attacks to which it is too often exposed in armed conflicts today.
