Dies soll erreicht werden durch: die Unterstützung der einzelnen Länder bei der Bewertung der erzielten Fortschritte; die Förderung des Dialogs zwischen den Mitgliedstaaten über ihre Politiken durch ein Peer-Review-Verfahren und die Aufforderung an die Regierungen der Mitgliedstaaten, ihre Bemühungen um eine verbesserte Berichterstattung über ihre Tätigkeiten gegenüber der Öffentlichkeit, in den Entwicklungsländern und anderswo zu verstärken. Inwiefern wurden die nationalen Zielsetzungen erreicht? In welchem Umfang wurden die internationalen Verpflichtungen eingehalten? Diesen Fragen wird im Rahmen der Umweltperformance-Prüfung nachgegangen. Ziele und Verpflichtungen können allgemeiner oder spezifischer Natur oder gar quantifiziert sein. Darüber hinaus wird die Umweltperformance vor dem Hintergrund des Zustands der Umwelt im betreffenden Land, seiner natürlichen Ressourcen, seines wirtschaftlichen Umfeldes und seiner demografischen Entwicklung betrachtet.

The Economics of Ecosystems and Biodiversity (TEEB) study is a major international initiative drawing attention to local, national and global economic benefits of biodiversity, to highlight the growing costs of biodiversity loss and ecosystem degradation, the benefits of investing in natural capital, and to draw together expertise from the fields of science, economics and policy to enable practical actions. Drawing on a team of more than one hundred authors and reviewers, this book demonstrates the value of ecosystems and biodiversity to the economy, society and individuals. It underlines the urgency of strategic policy making and action at national and international levels, and presents a rich evidence base of policies and instruments in use around the world and a wide range of innovative solutions. It highlights the need for new public policy to reflect the appreciation that public goods and social benefits are often overlooked and that we need a transition to decision making which integrates the many values of nature across policy sectors. It explores the range of instruments to reward those offering ecosystem service benefits, such as water provision and climate regulation. It looks at fiscal and regulatory instruments to reduce the incentives of those running down our natural capital, and at reforming subsidies such that they respond to current and future priorities. The authors also consider two major areas of investment in natural capital - protected areas and investment in restoration. Overall the book underlines the needs and ways to transform our approach to natural capital, and demonstrates how we can practically take into account the value of ecosystems and biodiversity in policy decisions - at national and international levels - to promote the protection of our environment and contribute to a sustainable economy and to the wellbeing of societies.

This report on the funding of school education constitutes the first in a series of thematic comparative reports bringing together findings from the OECD School Resources Review. School systems have limited financial resources with which to pursue their objectives and the design of school funding policies plays a key role in ensuring that resources are directed to where they can make the most difference. As OECD school systems have become more complex and characterised by multi-level governance, a growing set of actors are increasingly involved in financial decision-making. This requires designing funding allocation models that are aligned to a school system's governance structures, linking budget planning procedures at different levels to shared educational goals and evaluating the use of school funding to hold decision makers accountable and ensure that resources are used effectively and equitably. The character of this book is purely conceptual. Sustainable Brownfield Regeneration presents a comprehensive account of UK policies, processes and practices in brownfield regeneration and takes an integrated and theoretically-grounded approach to highlight best practice. Brownfield regeneration has become a major policy driver in developed countries. It is estimated that there are 64,000 hectares of brownfield land in England, much of which presents severe environmental challenges and lies alongside some of the most deprived communities in the country. Bringing such land back into active use has taken on a new urgency among policymakers, developers and other stakeholders in the development process. Frequently, however, policy thinking and practice has been underpinned by ‘silo’ mentalities, in which integrated and multidisciplinary approaches to problem-solving have been limited. The book has two principal aims. The first is to examine the ways in which science and social science research disciplines can be brought together to help solve important brownfield regeneration issues, with a focus on the UK. The second is to assess the efficiency and effectiveness of different types of regeneration policy and practice, and to show how ‘liveable spaces’ can be produced from ‘problem places’. The Thames Gateway in the south of England and Greater Manchester in the North of England are shown as examples of how brownfield regeneration projects are developing in an era where sustainability is high on the policy agenda.
