This volume gathers together a collection of essays integrated by two central themes: the comparative economic performance of different economic systems (centralized socialism, reformed socialism, competitive socialism), and the transition from socialism to capitalism under newly established pluralistic political systems in Central and Eastern Europe. Most of the essays are based on the first-hand experience of the author in stabilizing an economy in an early stage of hyperinflation and in transforming it into a competitive capitalist market economy.

In order to understand the dramatic events of 1989 it is necessary to examine the circumstances leading up to them. The Polish Economic Crisis examines the primary factor. The author analyses how the severe recession of the late 1970s and early 1980s intensified the need for economic reform and resulted in the economic slump of the 1980s. Batara Si

It is now almost a decade since central and east Europe saw the demise of the Soviet-style economic planning which accompanied more ot less authoritarian political rule by communist parties. The economic thought, based on Marxist philosophy, which formed theoretical underpinning of centrally planned socialist economies, was peculiar to the region, and was radically different from mainstream western thought. Written by leading east European scholars, this volume provides a comprehensive and authoritative resource: a wide-ranging overview of fifty years of economic thinking under communist rule in Europe and during the first phase of post-communist transformation. It also provides an analytical assessment of the impact of economic science on the reform and transition process. The book includes six country-specific studies, for Russia, Poland, Hungary, Czechoslovakia, Eastern Germany and Yugoslavi. Each one surveys the relevant literature and its interaction with the development of the socialist and post-socialist economic system in the period 1945-1996. The studies show that, despite Soviet dominance and the shared Marxist paradigm, development of economic thought was not uniform, a finding which supports the hypothesis formulated in the introductory chapter that differences in system critique and reform thinking can explain later differences in transformational performance. Societies, whether traditional or modern, experience tension between spontaneity (individual freedom) and control (regulation). Consequently, economies as a subsystem of society experience it too. More specifically, they experience a tension between economic individualism and economic collectivism, which in modern economies revolves around the role of the state in the economy. Since the collapse of communism, this tension has manifested itself not as a tension between market capitalism and command socialism but as a tension between the free market and the interventionist variants of market capitalism. Although currently economic and political liberalization is in evidence worldwide, not only in post-communist societies, its outcome remains uncertain. Liberal democracy in the sense of democratic politics and free-market economics has not triumphed hitherto, and also its future is far from assured. The end of history is not in sight.

After World War II, some 12 million Germans, 3 million Poles and Ukrainians, and tens of thousands of Hungarians were expelled from their homes and forced to migrate to their supposed countries of origin. Using freshly available materials from Polish, Ukrainian, Russian, Czechoslovak, German, British, and American archives, the contributors to this book provide a sweeping, detailed account of the turmoil caused by the huge wave of forced migration during the nascent Cold War. The book also documents the deep and lasting political, social, and economic consequences of this traumatic time, raising difficult questions about the effect of forced migration on postwar reconstruction, the rise of Communism, and the growing tensions between Western Europe and the Eastern bloc. Those interested in European Cold-War history will find this book indispensable for understanding the profound--but hitherto little known--upheavals caused by the massive ethnic cleansing that took place from 1944 to 1948.
