Este libro tiene el propósito de promover una reflexión sobre la realidad política del Ecuador a partir de una mirada retrospectiva sobre una coyuntura como la de los años setenta, quizá la etapa de cambios más profundos que haya experimentado este país en toda su historia. Para los investigadores y estudiosos de la historia y la política podría graficarse como un verdadero torbellino que a su paso arrastró a todos los sectores sociales y a todos los rincones del país, transformando todos los vestigios de la vieja sociedad. No fue únicamente el petróleo el elemento disparador de este proceso, sino la formación de una "voluntad política" para planificar qué hacer con ese recurso y definir el alcance social de las políticas que se iban a impulsar. A primera vista, muchos podrían decir que fue la dictadura militar ese elemento disparador. Pero, en realidad, esa voluntad innovadora tenía un contenido mucho más complejo que dejó entrever que, tras la figura aún fantasmal de un Estado, se empezaban a construir espacios de autonomía con respecto a los intereses oligárquicos. Dentro de estos espacios, se movían un conjunto de actores sociales, individuales y colectivos que, por primera vez, pensaban que podían beneficiarse de estos recursos. Los mismos estaban conformados por individualidades históricas que se transformaban a sí mismas por las dinámicas esperadas, y no esperadas, creadas por las posibilidades y potencialidades que surgían.
