Recent congressional interest in U.S. energy policy has focused in part on ways through which the United States could secure more economical and reliable crude oil resources both domestically and internationally. Many forecasters identify petroleum products refined from Canadian oil sands crude as one possible solution. Canadian oil sands account for about 46% of Canada's total oil production, and that number is expected to rise from its current level of 1.2 million barrels per day (mbd) to 2.8 mbd by 2015. Further, the infrastructure to produce, upgrade, refine, and transport the resource from Canadian oil sand reserves to the United States is in place, and additional infrastructure projects-such as the Keystone XL pipeline-have been proposed.

Since 2005 the carbon market has grown to a value of nearly $100 billion per annum. This new book examines all the main legal and policy issues which are raised by emissions trading and carbon finance. It covers not only the Kyoto Flexibility Mechanisms but also the regional emission trading scheme in the EU and emerging schemes in the US, Australia, and New Zealand. The Parties to the 1992 UN Framework Convention are in the process of negotiating a successor regime to the 1997 Kyoto Protocol whose first commitment period ends in 2012. As scientists predict that the threat of dangerous climate change requires much more radical mitigation actions, the negotiations aim for a more comprehensive and wide ranging agreement which includes new players - such as the US - as well as taking account of new sources (including aircraft emissions) and new mechanisms such as the creation of incentives for reducing emissions from deforestation and forest degradation. Increased production from Canadian oil sands, however, is not without controversy, as many have expressed concern over the potential environmental impacts. These impacts include emissions of greenhouse gases (GHG) during resource extraction and processing. A number of key studies in recent literature have expressed findings that GHG emissions per unit of energy produced from Canadian oil sands crudes are higher than those of other crudes imported, refined, and consumed in the United States. The studies identify two main reasons for the difference: (1) oil sands are heavier and more viscous than lighter crude oil types on average, and thus require more energy- and resource-intensive activities to extract; and (2) oil sands are chemically deficient in hydrogen, and have a higher carbon, sulfur, and heavy metal content than lighter crude oil types on average, and thus require more processing to yield consumable fuels by U.S. standards.

Heavy oils, extra-heavy oils and tar sands are major players for the future of energy.They represent a massive world resource, at least the size of conventional oils. They are found all over the world but Canada and Venezuela together account, by themselves, for more than half of world deposits. They share the same origin as the lighter conventional oils, but their geological fate drove them into thick, viscous tar-like crude oils. Most of them result from alteration processes mediated by microbial degradation. They are characterized by a low content of lighter cuts and a high content of impurities such as sulfur and nitrogen compounds and metals ; so, their production is difficult and deployment of specific processes is required in order to enhance their transportability and to upgrade them into valuable products meeting market needs, and honouring environmental requirements.Although these resources are increasingly becoming commercially producible, less than 1% of total heavy crude oil deposits worldwide are under active development. The voluntarily wide scope of this volume encompasses geology, production, transportation, upgrading, economics and environmental issues of heavy oils. It does not pretend to be exhaustive, but to provide an authoritative view of this very important energy resource.
