Podemos afirmar que la cuestión del absolutismo ha dejado de ser cuestión; que así en la teoría como en la práctica, el régimen de la monarquía, en tanto que monarquía legítima, patrimonial y de derecho divino, y aun en tanto que monarquía constitucional, partícipe de la soberanía, ha quedado vencido y soterrado en nuestra patria, lo mismo que en Inglaterra, lo mismo que en Bélgica, lo mismo que en Italia.Y, sin embargo, el pueblo no es más libre que antes. Enfrente de aquella declaración legal: "la nación es libre y soberana y a ella exclusivamente pertenece el derecho de instaurar sus leyes", levanta un mentís formidable el hecho, expresado en estos crudos términos por el señor Gamazo, acorde con el pensar de todos los demás políticos: "España es una nación que se halla no arriba, donde debe estar, sino debajo; explotada, y no directora; sometida, y no gobernante". Es decir, que no es verdad que la soberanía resida en la nación; que no es verdad que el régimen político de ésta sea el Parlamento, según llamamos al gobierno del país por el país. ¿Cuál es, pues, ese régimen? En Inglaterra y Bélgica, a la antigua soberanía de los reyes ha sustituido de hecho, dicen todos los tratadistas, la soberanía del pueblo: en España, no. ¿Qué es, pues, lo que la ha sustituido aquí, si es que la ha sustituido algo? Monarquía, partidos, Constitución, Administración, Cortes, son puro papel pintado con paisajes de sistema parlamentario, dice Macias Picavea; a un Estado de derecho regular y perfecto, agrega Silvela, se opone en España un Estado de hecho que lo hace de todo en todo ilusorio, resultando que tenemos todas las apariencias y ninguna de las realidades de un pueblo constituido según ley y orden Jurídico: ¿cuál es, pues, la Constitución real de nuestro país? No nos gobierna el rey; no se gobierna a sí propia la nación; o de otro modo, la forma de gobierno no es la monarquía pura, según dicen los historiadores que fue, ni la monarquía constitucional, según dice el Almanaque de Gotha que es: ¿cuál es, pues, dejándonos de ficciones, la forma de gobierno en España?
