Small states are often believed to have been resigned to the margins of international politics. In the current war in Yemen, there has been much scholarship on the roles and motivations of the main parties to the war, including Saudi Arabia, the United Arab Emirates (UAE), the Yemeni government, the Houthi movement, and southern Yemeni factions. Relatively little academic writing on Oman’s foreign policy has been published vis-à-vis Yemen. Additionally, accounts of Oman’s policies often highlight its perceived uniqueness, which has led to the common framing of Oman as a “regional exception.” This thesis examines the drivers of Oman’s foreign policy in Yemen based on interviews with Omani and Yemeni foreign policy practitioners based in Muscat, Oman. It argues that far from being an exception, Oman is using its leverage and has made itself useful to its more conventionally powerful neighbors.

Qaboos bin Sa'id, Sultan of Oman from 1970 until his death in 2020, marked Omani history. He belonged to that very small circle of leaders who solemnized their time in power, transforming the Sultanate by empowering generations of citizens to lead constructive and fulfilling lives. Joseph Kéchichian provides a full assessment of the fourteenth Al Sa'id dynasty sovereign, setting out his vision for what was then a relatively isolated nation, championing the necessity for alliances, investing in people as well as the land, and founding key institutions that evolved over five decades. These achievements took time to materialize as Qaboos preserved Al Sa'id rule, governed wisely, avoided internal and external political entanglements, and passed the torch to his successor Haitham bin Tariq, who validated Al Sa'id authority upon becoming Sultan. A Sultanate that Endures is a companion volume to Oman and the World: The Emergence of an Independent Foreign Policy (RAND, 1995). It highlights Omani history, with a particular focus on the religious creed Ibadhiyyah that embraces tolerance and prevents injustice. The transition from a theocracy to a monarchy that established dynastic rule is discussed in the context of the Sultanate's millennial history, affirming its rulers' legitimacy and citizen acceptance. The author evaluates how Ibadhiyyah and its traditions formed the gist of the Sultanate's foreign policies, concentrating on ties with predominantly Muslim-inhabited countries, engagement with the African Continent, its links with the Arab Gulf region, and appraising Omani diplomacy with key Asian and Western countries. Prior to the wave of Middle East unrest that began in 2011, the United States had consistently praised the Sultan of Oman, Qaboos bin Sa'id Al Said, for gradually opening the political process without evident public pressure to do so. The liberalization has, to date, allowed Omanis a measure of representation but has not significantly limited Qaboos' role as paramount decision-maker. The modest reforms have not satisfied some Omani civil society leaders, youths, and others, and this disappointment produced protests in several Omani cities in 2011. The domestic popularity of Qaboos, some additional economic and political reform measures, and repression of protest actions, caused the unrest to subside in 2012. High turnout in the October 15, 2011, elections for the lower house of Oman's legislative body suggested that unrest--and the accelerated reforms launched in response--were producing a new public sense of activism, although with public recognition that reform will continue to be gradual. The first-ever municipal elections in Oman on December 22, 2012 furthered the sense of political empowerment among the electorate.
