In 1984 the European budget proposes using practically all the money available under the present system of 'own resources'. A new financial basis will be needed if the Community is to maintain current policies, including the common agricultural policy, develop its new policies and prepare for the accession of Spain and Portugal. The European Commission has now submitted proposals to the Council of Ministers for increasing the Community's income. This will be considered by the foreign ministers at their meeting on May 24-25 and will be a major subject for discussion at the European Council of heads of state and government in Stuttgart on June 6 and 7. The Commission believes that its proposals will not only provide a more diversified form of finance for the Community, but will also help to resolve the problems which lie behind the high net budget contribution of the United Kingdom. Under these proposals, the UK share of budget financing would be reduced as long as agricultural spending remained the dominant element of EC expenditure.

The European Commission has presented a "Green paper' on the future financing of the Community budget, which sets out various options for raising additional finance. The paper has been presented to the European Parliament in parallel with the Commission's programme, which was introduced by Commission President Mr Gaston Thorn on February 8. The green paper is a discussion document outlining the Commission's reflections on a number of options. it does not contain specific proposals; these will be submitted during the spring in the light of the reactions of the Council of Ministers and the European Parliament.
