The microwave telecommunication links between the earth and deep space probes have long been used to conduct radio science experiments which take advantage of the phase coherency and stability of these links. These experiments measure changes in the phase delay of the signals to infer electrical, magnetic and gravitational properties of the solar system environment and beyond through which the spacecraft and radio signals pass. The precision oscillators, from which the phase of the microwave signals are derived, play a key role in the stability of these links and therefore the sensitivity of these measurements. These experiments have become a driving force behind recent and future improvements in the Deep Space Network and spacecraft oscillators and frequency and time distribution systems. Three such experiments which are key to these improvements are briefly discussed here and the relationship between their sensitivity and the signal phase stability is described. The first is the remote sensing of planetary atmospheres by occultation in which the radio signal passes through the atmosphere and is refracted causing the signal pathlength to change from which the pressure and the temperature of the atmosphere can be derived. The second experiment is determination of the opacity of planetary rings by passage of the radio signal through the rings. Because the signal is coherent, the diffraction effects can be removed resulting in resolutions of 10's to 100's of meters in the radial direction depending on a number of factors including the coherence time of the microwave signal. The third experiment is the search for very low frequency gravitational radiation. The fractional frequency variation of the signal is comparable to the spatial strain amplitude the system is capable of detecting. A summary of past results and future possibilities for these experiments are presented.

Knowledge of time is essential to precise knowledge of location, and for this reason the Navy, with its need to navigate on the high seas, has historically played an important role in the development and application of advanced time realization and dissemination technologies. Discoveries coming from basic research funded by the Office of Naval Research (ONR) lie at the heart of today's highest performance atomic clocks, Naval Research Laboratory (NRL) expertise played a role in developing the space-qualified atomic clocks that enable the Global Positioning System (GPS), and the U.S. Naval Observatory (USNO) maintains and disseminates the standard of time for all of the Department of Defense (DOD). The Navy has made major investments in most aspects of precision time and time interval (PTTI) science and technology, although specific PTTI-related research has also been funded by the Defense Advanced Research Projects Agency (DARPA) and non-DOD agencies such as the National Science Foundation (NSF), the National Aeronautics and Space Administration (NASA), and the Department of Commerce. Navy funding, largely through ONR, has a history of being an early enabler of key new developments. Judicious funding decisions by the Navy-particularly by ONR program officers-have underpinned most of the major advances in PTTI science and technology (S&T) in the last 50 years. PTTI is important to modern naval needs, and indeed to all the armed Services, for use in both navigation and communications. Precise time synchronization is needed to efficiently determine the start of a code sequence in secure communications, to perform navigation, and to locate the position of signal emitters. Precise frequency control is required in communications for spectrum utilization and frequency-hopped spread-spectrum techniques. There are many examples of essential military operations that depend on PTTI and could benefit from improvements in PTTI technology. These include: -GPS clocks and autonomous operations, -Weapon system four-dimensional coordination, -GPS antijamming, -Network-centric warfare, and -Secure military communications. This report summarizes that reductions in the size, weight, and power requirements and increases in the ruggedness of PTTI devices without sacrificing performance would put more accurate and precise timekeeping in the hands of the warrior, improving capabilities in all of the above operations.

A communications system used during deep-space probes (Zond, Mars, and Venera) is described. The equipment in the Deep-Space Communications Center (usually one point) provides communications for all deep-space probes. Communication is periodic and scheduled. When the interval between communication-exchange sequences is long enough (15 days), receiver tuning problems arise because of the Doppler frequency shift and signal delay. To avoid these problems, deep-space communications systems in the USSR have a programmed control for correcting the ground-based transmitter and receiver (heterodyne) frequencies. This control uses the real-time parameters from the space-flight trajectory and velocity. The control system determines the difference between measured and predicted system frequency and signal-delay time. The accuracy of the frequency control is about 0.25 Hz with a phase shift of 1--2 degrees, and the accuracy of signal-delay time is 1--2 msec. A noncoherent detector is used in the space receiver because the ground transmitter imparts about 100 kw of power to the antenna. The ground receiver has a coherent receiver, and the message from space is modulated by a code-FM-PM or code PM-PM system. Practical use of the communication system described shows that it provides communication without additional receiver-frequency adjustment and is recommended for use in deep-space communications.
