Road traffic is often subject to random disturbances due to weather, incidents, or special events. Effectively detecting and disseminating information about disturbances is a key goal of modern, "smart" infrastructure. Toward this, this dissertation investigates two related questions. First, how can traffic managers better utilize existing traffic cameras to automatically identify traffic disturbances? Second, how can we model different aspects of information-such as human misperception or ignorance of other's information-and their effects on the travelers' route choices? Part I addresses analyzing unstructured, sequential image data, such as traffic CCTV footage, with a novel, semantics-oriented approach based on natural language and semantic features. The approach extracts structured, human-interpretable "topic signals" from distributions of common object labels, which correspond to physical processes depicted in the footage. Changes and anomalies in these topic signals are used to identify notable events in weather conditions and traffic congestion. This is demonstrated on a new, real-world dataset collected from Boston freeway CCTV footage. In notable event detection, the use of topic signal representation outperforms the use of any individual label signal. Part II addresses game theoretic modeling of informational effects on travelers' route choices. It considers both access and accuracy of information about the network state, as well as the perception of other's information. It introduces the Subjective Bayesian Congestion Game (BCG), which models a broader set of player beliefs than those allowed by the conventional common prior assumption (Objective BCG). This enables modeling of uncertainty about other's information, such as when one population is unaware of information services. Analytical solutions are provided for a stylized configuration of the Subjective BCG, and a numerical solver is provided for more general configurations. Compared to the Objective BCG, the Subjective BCG has qualitatively distinct solutions and costs, indicating that the perception of other's information significantly affects equilibrium route choices.

Smartphone navigation applications providing real-time traffic information have become increasingly popular among drivers. Research showed that drivers’ cognitive abilities for spatial navigation would deteriorate with frequent use of such applications, which eventually leads to drivers becoming unable to navigate without the applications’ assistance. Unfortunately, the potential risks of disruptions to such navigation assistances due to communication network failures in the wake of unexpected events have not received considerable attention so far. The failures of navigation systems coupled with inadequate navigating cognition among drivers can potentially induce abrupt driver reactions, causing temporary disruptions in the urban traffic networks. Transportation research literature has yet to explore how drivers respond to failures of the navigation assistances when driving. Keeping focus on the above gap in the literature, this thesis explores the local- and network-level effects of such short-term disruptions by simulating the driver behavior during abrupt communications blackouts. In the first stage of the study, a survey is developed to collect drivers’ stated preferences for actions to be taken under multiple scenarios related to failures with navigation applications. In the second stage, an agent-based modeling framework is proposed to simulate the effects of communication disruptions on the traffic network using the survey findings as the input. Then, a case study is conducted by applying the framework to a hypothetical scenario in the Austin downtown traffic network. Results from the case study reveal that network-wide traffic disruptions caused by systemic failures using the navigation systems are unpredictable and can become significant in several cases

In this new book, Anthony Downs looks at the causes of worsening traffic congestion, especially in suburban areas, and considers the possible remedies. He analyzes the specific advantages and disadvantages of every major strategy that has been proposed to reduce congestion. In nontechnical language, he focuses on two central issues: the relationships between land-use and traffic flow in rapidly growing areas, and whether local policies can effectively reduce congestion or if more regional approaches are necessary. In rapidly growing parts of the country, congestion is worse than it was five or ten years ago. As highway infrastructure ages and road congestion increases, roads need to be expanded and reconstructed. It results in creating many construction sites and work zones on highways, which leads to an unavoidable interruption in normal traffic flows and have resulted in traffic congestion, more vehicle emissions, and traffic safety problems. During roadway construction, when lanes or entire highway sections must be temporarily closed, traffic managers would like to inform motorists of alternative routes around the construction site well in advance of the project location. This would help reduce traffic demand through the construction site, enhance the safety of the workers and motorists, reduce traffic delays, and minimize fuel wastage and emissions. The objective of this study is to develop a decision support system to identify the optimum alternate routes around highway construction sites. The developed system, which is named TDS (Traffic Diversion System), helps traffic network managers divert traffic from the disrupted area and reduce the traffic demand through the congested region. TDS's modules, models, and algorithms allow assessment of alternate routes that optimize network performance. An optimization model (a traffic diversion model) is developed and implemented in TDS to determine the optimum alternate routes around construction activities. To simplify computations, a subnetwork is extracted from the complete network to use in the diversion model instead of the entire network. The size of the subnetwork is estimated based on the modeling framework proposed in this research. Linear regression models, which are functions of the closed link demand and network topology, are developed to estimate the size of the subnetwork around the disruption. The closed link's area type, traffic volume on the closed link, and travel time on the first and second alternative paths with lowest travel times are significant variables that influence the size of the subnetwork. The proposed traffic diversion model is developed to find the optimum alternate routes around the construction activities, while minimizing the total travel time of the system. Travelers are assumed to follow their historical user equilibrium routes before and after the closure while a certain percentage of them is assumed to divert to the proposed alternate routes. The developed system has an easy to use graphical user interface that allows users to work easily with the system. This system is of interest to construction agencies and traffic network managers to help them divert traffic from the congested area and reduce traffic demand through the construction sites.
