This publication provides an historical overview of research undertaken by the U.S. federal government over the last 100 years to improve the health and safety of our nation's miners. Federal research efforts began with the establishment of the U.S. Bureau of Mines (USBM, or the Bureau) in 1910. They have continued over the past century, even after the Bureau's closure in 1996. It is hoped that this publication will give the reader an appreciation for the work of mining health and safety researchers over the past century, and of the miners served by this research. Although not a comprehensive history, this report highlights the key organizational changes made within the Bureau and the federal government that affected mining safety and health research. Some mention is also made of Bureau research not directly related to mining health and safety. Note that the work classified as safety and health research has varied over the last century. For example, before 1970 the Bureau separated mining research and safety and health research. At that time, mining research included ground control and methane drainage because they had direct implications for mine safety. Explosives research was also reported separately from health and safety, even though permissible explosives research was obviously related to safety. Therefore, where budget figures from the Bureau are mentioned in this report, it is often not possible to separate safety and health research from other types of research.

The U.S. mining sector has the highest fatality rate of any industry in the country. Fortunately, advances made over the past three decades in mining technology, equipment, processes, procedures, and workforce education and training have significantly improved safety and health. The National Institute for Occupational Safety and Health (NIOSH) Mining Safety and Health Research Program (Mining Program) has played a large role in these improvements. An assessment of the relevance and impact of NIOSH Mining Program research by a National Research Council committee reveals that the program makes essential contributions to the enhancement of health and safety in the mining industry. To further increase its effectiveness, the Mining Program should proactively identify workplace hazards and establish more challenging and innovative goals toward hazard reduction. The ability of the program to successfully expand its activities, however, depends on available funding.

"Advancements made in the pursuit of health and safety for miners in both the areas of research and legislation during 1977 and 1978 were reviewed. Investigations into mining safety were given added support in Fiscal Year (FY) 1978 with the passage of the Federal Mine Safety and Health Act of 1977. This year also saw the development of pathologic standards for coal workers' pneumoconiosis (CWP) and associated pulmonary disease in coal miners. Studies continued on the elemental composition of fibrosis and nonfibrosis lesions of CWP, and further evidence was sought of genetic factors in pulmonary response to coal dust. Clinical investigations of respiratory diseases involved several projects aimed at early detection of disease and the use of exercise testing. A national study of CWP was designed to relate CWP progression to levels of respirable coal mine dust exposure, provide a scientific basis for determining progression of disease by serial x-rays, and estimate the industrywide prevalence of CWP. Studies were also designed to examine workers exposure to diesel fumes underground. Mortality data was used to determine to what extent such factors as occupational history, severity of CWP, airway obstruction, and chronic bronchitis might influence excess mortality. A brief summary of the chest x-ray program, provided to miners since 1969, was offered. Two new documents were published in the Federal Register during 1978 which set forth rules revising part of the Code of Federal Regulations entitled chest Roentgenographic Examinations and offered changes to the conditions under which underground coal miners are given the option to transfer to another area of the mine". - NIOSHTIC-2.

A mere 100 years ago the mining industry, scientific investigators, and a concerned public struggled with the notion that coal dust could lead to mine explosions. A succession of disasters in 1907 left the U.S. mining industry desperately seeking answers. The pioneering work of Taffanel in France and Rice in the U.S. convinced the mining industry of the dangers of coal dust. By 1911, the United States Bureau of Mines (USBM) was conducting full-scale studies of mine explosions at the experimental mine at Bruceton, Pennsylvania. While this work has dramatically improved mine safety since the early days, methane and coal dust remains a threat for miners even now. This paper provides a brief historical overview of full-scale mine explosion research conducted primarily at the USBM, now the National Institute for Occupational Safety and Health (NIOSH). The paper will evaluate the factors common to explosion disasters over the last century and identify some of the new safety challenges created by modern mining methods. This report reviews the Federal Mine Health and Safety Acts that have been passed over the last century and discusses how explosion research and enforcement of safety regulations have led to a significant reduction in the number of fatalities and disasters.
