In April 1996, the Federal Regulatory Commission (PERC) approved Orders 888 and 889 and released a draft rule for public comment on capacity reservation tariffs (CRTs). Order No. 888 requires electric utilities to file transmission tariffs that would allow transmission access to third parties who want to conduct wholesale transactions, and Order No. 889 requires transmission-owning utilities to set up open access, same-time information systems (OASIS), using commercial software and Internet protocols. This paper discusses these Orders in detail, as well as some of the issues before FERC with implications for renewables, which include: transmission pricing; transmission terms and conditions; reassignment of transmission capacity; defining state and FERC jurisdiction over transmission and distribution; the pricing of ancillary services; and the adoption and implementation of independent system operators.

Open access to the transmission system, if provided at reasonable costs, should open new electricity markets for high-quality renewable resources that are located far from load centers. Several factors will affect the cost of transmission service, including the type of transmission pricing system implemented and the specific attributes of renewable energy. One crucial variable in the transmission cost equation is a generator's capacity factor. This factor is important for intermittent renewables such as wind and solar, because it can increase transmission costs several fold due to the traditional use of take-or-pay, capacity-based transmission access charges. This report argues that such a charge is demonstrably unfair to renewable generators. It puts them at an economic disadvantage that will lead to an undersupply of renewable energy compared with the least-cost mix of generation technologies. The authors argue that congestion charges must first be separated from the access charges that cover the fixed cost of the network before one can design an efficient tariff. They then show that, in a competitive market with a separate charge for congestion, a take-or-pay capacity-based access charge used to cover system fixed costs cannot be justified on the basis of peak-load pricing. An energy-based access charge, on the other hand, is fair to intermittent generators as well as to the usual spectrum of peak and base-load technologies. This report also reviews other specific characteristics of renewables that can affect the cost of transmission, and evaluates the potential impact on renewables of several transmission pricing schemes, including postage-stamp rates, megawatt-mile pricing, congestion pricing, and the Federal Energy Regulatory Commission's {open_quotes}point-to-point{close_quotes} transmission tariffs.

Energy markets are already undergoing considerable transitions to accommodate new (renewable) energy forms, new (decentral) energy players, and new system requirements, e.g. flexibility and resilience. Traditional energy markets for fossil fuels are therefore under pressure, while not-yet-mature (renewable) energy markets are emerging. As a consequence, investments in large-scale and capital intensive (traditional) energy production projects are surrounded by high uncertainty, and are difficult to hedge by private entities. Traditional energy production companies are transforming into energy service suppliers and companies aggregating numerous potential market players are emerging, while regulation and system management are playing an increasing role. To address these increasing uncertainties and complexities, economic analysis, forecasting, modeling and investment assessment require fresh approaches and views. Novel research is thus required to simulate multiple actor interplays and idiosyncratic behavior. The required approaches cannot deal only with energy supply, but need to include active demand and cover systemic aspects. Energy market transitions challenge policy-making. Market coordination failure, the removal of barriers hindering restructuring and the combination of market signals with command-and-control policy measures are some of the new aims of policies. The aim of this Special Issue is to collect research papers that address the above issues using novel methods from any adequate perspective, including economic analysis, modeling of systems, behavioral forecasting, and policy assessment. This open access book explores the collision between the sustainable energy transition and the Internet of Things (IoT). In that regard, this book’s arrival is timely. Not only is the Internet of Things for energy applications, herein called the energy Internet of Things (eIoT), rapidly developing but also the transition towards sustainable energy to abate global climate is very much at the forefront of public discourse. It is within the context of these two dynamic thrusts, digitization and global climate change, that the energy industry sees itself undergoing significant change in how it is operated and managed. This book recognizes that they impose five fundamental energy management change drivers: 1.) the growing demand for electricity, 2.) the emergence of renewable energy resources, 3.) the emergence of electrified transportation, 4.) the deregulation of electric power markets, 5.) and innovations in smart grid technology. In their efforts to increase the share of renewable in electricity grids to reducing emissions or increasing energy diversity, developed and developing countries are finding that a considerable scale-up of investments in transmission infrastructures will be necessary to achieve their goals. Renewable energy resources such as wind, solar, and hydro power, tend to be sited far from existing electricity grids and consumption centers. Achieving desired supply levels from these sources requires that networks be expanded to reach many sites and to ensuring the different supply variation patterns of renewable are combined with existing sources in the grid to ensure the constantly varying demand for electricity is always met. Expanding networks will be crucial to achieve renewable energy objectives efficiency and effectively. Efficiency is important to ensure renewable energy goals are achieved at the lowest cost while considering needed investment in transmission. Besides the cost of transmission, which is often worth, transmission needs be planned and built in such a way that the many sites being taped are connected in a timely fashion. The challenges of ensuring efficiency and efficacy in developing transmission for renewable become surmountable if the right planning and regulatory framework for expanding transmission are put in place. This report reviews emerging approaches being undertaken by transmission utilities and regulators to solve to cope with these challenges of expanding transmission for renewable energy scale-up. Proactively planning and regulating transmission networks are emerging as the premier approach to ensure that transmission networks are expanded efficiently and effectively. Linking planning with clear and stable cost-recovery regulation can also help bringing the private sector to complement the considerable investment needs in transmission. Based on the evolving experience and on established theory and practice on transmission regulation, the report also proposes some principles that could be useful to implement specific rules for the planning, development, and pricing of transmission networks.
