In May 1999, our 81st Expeditionary Fighter Squadron (EFS) was flying out of Gioia del Colle Air Base (AB), Italy, conducting around-the-clock combat operations in support of Operation Allied Force (OAF). In the midst of this, several pilots began talking about writing a book. Those of us who were airpower and mllitary-history buffs noticed that the combat we were experiencing was far different from much of what we had studied. After Slobodan Milosevic capitulated and OAF ended in June, we took stock of what we had done and promised each other to write down our combat experiences and observations. A-10s over Kosovo is the fruit of that commitment. Our initial vision for this book was to let each pilot tell an anecdote or two. Taken collectively, those stories would provide others with an idea of what an A-10 group had, or had not, accomplished. However, as we wrote and exchanged ideas, we decided that the book should focus primarily on the missions. Therefore, in the end, our book includes many personal accounts of our relocation and beddown, aircraft maintenance, and combat experiences; we tried to describe the tactical execution of those missions and the many activities that directly, or indirectly, supported them. We have limited our focus to the contributions of the 40th Expeditionary Operations Group (EOG) comprised of personnel from the 81st EFS at Spangdahlem AB, Germany, and the 74th EFS from Pope Air Force Base, North Carolina. While we fondly mention some of the combat contributions of our fellow A-10 warriors in the 104th EOG who operated out of Trapani AB, Sicily, we do not tell their complete story.

This book examines the conduct and results of Operation Allied Force at the strategic and operational levels. An earlier and less developed version appeared as a chapter in the author's previous book The Transformation of American Air Power, which was published by Cornell University Press in September 2000. The research documented herein was carried out in Project AIR FORCE's Strategy and Doctrine Program and was completed in August 2001. All photographs included in this study were provided by the U.S. Department of Defense. The book should be of interest to USAF officers and other members of the U.S. national security community concerned with strategy and force employment issues raised by NATO's air war for Kosovo and with the implications of that experience for force development, air power doctrine, and concepts of operations for joint and coalition warfare.

Operation Allied Force, the 1999 NATO air campaign that sought to prevent a wider humanitarian disaster in Kosovo, represents the triumph of air power to some observers and highlights air power_s limitations for others. While representing a successful cooperative allied military action for NATO, it also suggests limits to U.S.-European military cooperation. This report, a dispassionate assessment of Operation Allied Force, provides perspectives from both sides of the Atlantic as well as political and military implications. The campaign highlighted the growing gap between U.S. military capabilities and those of Europe, the potential consequences of joining a limited-objective operation that expands to undesirable proportions and duration, the absence of consensus both within the U.S. military and the Alliance on the best use of air power, the vulnerabilities of a multimember military coalition engaged in an essentially humanitarian operation facing an adversary fighting for its survival, and the limitations inherent in a fight-and-negotiate strategy that left an unrepentant adversary in power. The report concludes that the European allies can expect continued emphasis on the Defense Capabilities Initiative, a U.S. plan adopted by NATO that stresses the need for all NATO forces to be interoperable, deployable, and sustainable. Furthermore, the Europeans must reverse recent trends of defense reductions and invest more in order to realize major improvements in defense capabilities.

The Limits of Air Power analyzes the American bombing campaigns in Vietnam and shows why the use of air power, so effective in previous wars, proved unsuccessful in a limited war. Major Mark Clodfelter, a military historian, assesses the American use of air power from World War II through the Vietnam War, and shows how its effectiveness declined in Vietnam when air commanders and political leaders were faced with a very different kind of conflict than they had previously experienced. During World War II there was a very clear military objective – destruction of the Axis powers, in which the critical role of air power culminated in the detonation of two atomic bombs over Japan. During the Korean War, the threat of aerial attacks against North Korean dams hastened that war’s conclusion. But in Vietnam – where the enemy fought a guerrilla war and was not dependent on supply lines, and where no industrial economy existed – the threat of air power had less effect. The lessons learned from Vietnam, says the author, must become a part of Air Force doctrine going forward, and we ignore the lessons at our own peril. Selected for the 2008 Royal Air Force Reading List In this revealing work, Dag Henriksen discloses the origins and content of NATO's strategic and conceptual thinking on how the use of force was to succeed politically in altering the behavior of the Federal Republic of Yugoslavia (FRY). The air campaign, known as Operation Allied Force, was the first war against any sovereign nation in the history of NATO and the first major combat operation conducted for humanitarian purposes against a state committing atrocities within its own borders. This book examines the key political, diplomatic, and military processes that shaped NATO and U.S. management of the Kosovo crisis and shows how air power became the main instrument in their strategy to coerce the FRY to accede to NATO's demands. The book further shows that the military leaders set to execute the campaign had no clear strategic guidance on what the operation was to achieve and that the level of uncertainty was so high that the officers selecting the bombing targets watched NATO's military spokesman on CNN for guidance in choosing their targets. Henriksen argues that structures preceding the Kosovo crisis shaped the management to a much greater degree than events taking place in Kosovo and that the air power community's largely institutionalized focus on high-intensity conflicts, like the 1991 Gulf War, hampered them from developing strategies to fit the political complexities of crises. Because fighting and wars in the lower end of the intensity spectrum are likely to surface again, study of the Kosovo crisis offers lessons for future international conflicts in which the combination of force and diplomacy will play a very significant role.

This report examines the reasons Slobodan Milosevic, the then president of the Federal Republic of Yugoslavia, decided on June 3, 1999, to accept NATO's conditions for terminating the conflict over Kosovo. Drawing in part upon the testimony of Milosevic and other senior Serb and foreign officials who directly interacted with Milosevic, the report analyzes (1) the assumptions and other calculations that underlay Milosevic's initial decision to defy NATO's demands with regard to Kosovo, and (2) the political, economic, and military developments and pressures, and the resulting expectations and concerns that most importantly influenced his subsequent decision to come to terms. While several interrelated factors, including Moscow's eventual endorsement of NATO's terms, helped shape Milosevic's decision to yield, it was the cumulative effect of NATO air power that proved most decisive. The allied bombing of Serbia's infrastructure targets, as it intensified, stimulated a growing interest among both the Servian public and Belgrade officials to end the conflict. Milosevic's belief that the bombing that would follow a rejection of NATO's June 2 peace terms would be massively destructive and threatening to his continued rule made a settlement seem imperative. Also examined are some implications for future U.S. and allied military capabilities and operations.
