The Aarhus Convention, which is open for global accession, offers powerful twin protections for the environment and human rights. It provides an effective model for ensuring public input in defining and implementing green economy programmes, in choosing the most appropriate road maps to sustainability and for increasing transparency and Government accountability, thereby putting Principle 10 of the Rio Declaration on Environment and Development into practice and paving the way for its universal application. The Aarhus Convention Implementation Guide is therefore intended as a convenient non-legally binding and user-friendly reference tool to assist policymakers, legislators and public authorities in their daily work of implementing the Convention and of realising the provisions of Principle 10 in practice. The Research Network on EU Administrative Law (ReNEUAL) was established in 2009 and now comprises well over one hundred scholars and practitioners active in the field of EU and comparative public law. Governments, companies, environmental associations and citizens all over the European Union (EU) are struggling with large scale projects. On the one hand large scale projects can contribute to economic development, on the other hand they often also raise environmental concerns. Because of their size and potential impact, large scale projects usually lead to heavy debates and quickly become of great symbolic value. Consequently, large scale projects are excellent examples of the difficulty to balance economic development with environmental protection. The types of large scale projects, planned as well as 'under construction' in the EU, are very diverse. One can think of all kinds of infrastructure projects (motorways, railways, waterways, stations, ports, airports, ...), building projects (offices, housing projects, sports stadiums, redevelopment of brownfields, ...), waste projects (incineration, landfill, ...), energy projects (electricity and gas networks, wind farms, biogas installations, heat networks, extraction projects, ...), climate projects (CDM projects, ...), water projects, etc. In order to promote the legal thinking about all kinds of environmental and planning law aspects of large scale projects, Hasselt University and KU Leuven, Campus Brussels jointly hosted from 10 to 12 September 2014 the second European Environmental Law Forum (EELF) Conference, with as central topic Environmental and Planning Law Aspects of Large Scale Projects". Published as part of the managing radioactive waste safely (MRWS) programme, this white paper sets out the UK Government's framework for managing higher activity radioactive waste in the long-term through geological disposal, coupled with safe and secure interim storage and ongoing research and development to support its optimised implementation. It also invites communities to express an interest in opening up, without commitment, discussions with Government on the possibility of hosting a geological disposal facility at some point in the future. In June 2007 the Government published a MRWS consultation document in conjunction with the devolved administrations for Wales and Northern Ireland. Responses to this consultation have been taken into consideration in the development of this white paper. The paper sets out the framework for the future implementation of geological disposal that includes: the approach to compiling and updating the UK Radioactive Waste Inventory (UKRWI) and using it as a basis for discussion with potential host communities; the Nuclear Decommissioning Authority's technical approach for developing a geological disposal facility, including the use of a staged implementation approach and ongoing research and development to support delivery. The white paper covers the amount of waste for disposal; preparation and planning for geological disposal; protecting people and the environment: regulation, planning and independent scrutiny; site selection using a voluntarism and partnership approach; the site assessment process; timing and next steps.
