The National Oceanic and Atmospheric Administration (NOAA) collects, manages, and disseminates a wide range of climate, weather, ecosystem and other environmental data that are used by scientists, engineers, resource managers, policy makers, and others in the United States and around the world. The increasing volume and diversity of NOAA's data holdings - which include everything from satellite images of clouds to the stomach contents of fish - and a large number of users present NOAA with substantial data management challenges. NOAA asked the National Research Council to help identify the observations, model output, and other environmental information that must be preserved in perpetuity and made readily accessible, as opposed to data with more limited storage lifetime and accessibility requirements. This report offers nine general principles for effective environmental data management, along with a number of more specific guidelines and examples that explain and illustrate how these principles could be applied at NOAA.

The National Performance Review (NPR), issued in September 1993, contained 384 recommendations that covered 27 federal agencies and 14 government systems, and was intended to make the government "work better and cost less." The NPR subsequently identified a series of 1,203 action items necessary to implement these recommendations. In its September 1995 report, NPR said that agencies reported to it that nearly one-third or 380, of the action items had been completed. This report reviews the completion status of the 380 action items that NPR said were completed.

In 2003, the Department of Commerce's Spectrum Policy Initiative was established with the objective of promoting a more efficient and beneficial use of the spectrum. As part of that Initiative, a series of public forums about spectrum management policy was held. The Computer Science and Telecommunications Board was asked to organize one of these forums, a public forum to gather the views of a variety of government and private sector stakeholders about the impact of spectrum policy on their activities. This report presents a summary of those views. Among those included are those representing national defense, homeland security, aviation, science, public safety, amateur radio, cellular voice and data, and terrestrial broadcast uses of the spectrum. Although prepared by the NRC, the report does not present NRC findings or recommendations. A broader study of spectrum policy, including findings and recommendations, will be issued in early 2005.

Proposals for reform have dotted the federal management landscape in the United States for more than 50 years. Yet these efforts by public management professionals have frequently failed to produce lasting results. In her new book, Federal Management Reform in a World of Contradictions, renowned public administration scholar Beryl A. Radin reveals what may lie behind the failure of so many efforts at government management reform. To spur new thinking about this problem, Radin examines three basic sets of contradictions between the strategies of the reformers and the reality of the US federal system: contradictions in the shared powers structure, contradictions in values, and contradictions between politics and administration. She then explores six types of reform efforts and the core beliefs that guided them. The six reform areas are contracting out, personnel policy, agency reorganization, budgeting, federalism policies and procedures, and performance management. The book shows how too often these prescriptions for reform have tried to apply techniques from the private sector or a parliamentary system that do not transfer well to the structure of the US federal system and its democratic and political traditions. Mindful of the ineffectiveness of a “one-size-fits–all� approach, Radin does not propose a single path for reform, but calls instead for a truly honest assessment of past efforts as today’s reformers design a new conceptual and strategic roadmap for the future.
