Following periods of mass atrocity and oppression, states are faced with a question of critical importance in the transition to democracy: how to offer redress to victims of the old regime without perpetuating cycles of revenge. Traditionally, balance has been restored through arrests, trials, and punishment, but in the last three decades, more than twenty countries have opted to have a truth commission investigate the crimes of the prior regime and publish a report about the investigation, often incorporating accounts from victims. Although many praise the work of truth commissions for empowering and healing through words rather than violence, some condemn the practice as a poor substitute for traditional justice, achieved through trials and punishment. There has been until now little analysis of the unarticulated claim that underlies the truth commissions' very existence: that language—in this case narrative stories—can substitute for violence. Acknowledging revenge as a real and deep human need, Shattered Voices explores the benefits and problems inherent when a fragile country seeks to heal its victims without risking its own future. In developing a theory about the role of language in retribution, Teresa Godwin Phelps takes an interdisciplinary approach, delving into sources from Greek tragedy to Hamlet, from Kant to contemporary theories about retribution, from the Babylonian law codes to the South African Truth and Reconciliation Report. She argues that, given the historical and psychological evidence about revenge, starting afresh by drawing a bright line between past crimes and a new government is both unrealistic and unwise. When grievous harm happens, a rebalancing is bound to occur, whether it is orderly and lawful or disorderly and unlawful. Shattered Voices contends that language is requisite to any adequate balancing, and that a solution is viable only if it provides an atmosphere in which storytelling and subsequent dialogue can flourish. In the developing culture of ubiquitous truth reports, Phelps argues that we must become attentive to the form these reports take—the narrative structure, the use of victims' stories, and the way a political message is conveyed to the citizens of the emerging democracy. By looking concretely at the work and responsibilities of truth commissions, Shattered Voices offers an important and thoughtful analysis of the efficacy of the ways human rights abuses are addressed.

Although Juan Domingo Perón's central role in Argentine history and the need for an unbiased assessment of his impact on his nation's cinema are beyond dispute, the existing scholarship on the subject is limited. In recent decades Argentina has witnessed a revival of serious film study, some of which has focused on the nation's classical movies and, in one case, on Peronism. None of this work has been translated into English, however.This is the first English-language book that offers an extensive assessment of Argentine cinema during first Peronism. It is also the first study in any language that concentrates systematically on the evolution of social attitudes reflected in Argentine movies throughout those years and that assesses the period's impact on subsequent filmmaking activity. By analyzing popular Argentine movies from this time through the prism of myth-second-order communication systems that present historically developed customs and attitudes as natural-the book traces the filmic construction of gender, criminality, race, the family, sports, and the military. It identifies in movies the development and evolution of mindsets and attitudes that may be construed as "Peronist." By framing its consideration of films from the Perón years in the context of earlier and later ones, it demonstrates that this period accelerates-and sometimes registers backward-looking responses to-earlier progressive mythic shifts, and it traces the development in the 1950s of a critical mindset that comes to fruition in the "new cinema" of the 1960s. "How do poor people in Latin America participate in politics? What explains the variation in the patterns of voting, protesting, and contacting government for the region's poorest citizens? Why are participation gaps larger in some countries than in others? This book offers the first large scale empirical analysis of political participation in Latin America, focusing on patterns of participation among the poorest citizens in each country, and comparing those patterns to those of individuals with more resources. Far from being politically inert, under certain conditions the poorest citizens in Latin America can act and speak for themselves with an intensity that far exceeds their modest socioeconomic resources. We argue that key institutions of democracy, namely civil society, political parties, and competitive elections, have an enormous impact on whether or not poor people turn out to vote, protest, and contact government officials. When voluntary organizations thrive in poor communities and when political parties focus their mobilization efforts on poor individuals, they respond with high levels of political activism. Poor people's activism also benefits from strong parties, robust electoral competition and well-functioning democratic institutions. Where electoral competition is robust and where the power of incumbents is constrained, we see higher levels of participation by poor individuals and more political equality. Precisely because the individual resource constraints that poor people face are daunting obstacles to political activism, our explanation focuses on those features of democratic politics that create opportunities for participation that have the strongest effect on poor people's political behavior"--
