The City of Tshwane consists of Pretoria and townships and suburbs around Pretoria, and is home to 2.921 million inhabitants. Various types of solid waste are generated by these inhabitants. Solid waste that is generated in and around Pretoria is routinely collected, disposed of and processed by the Sanitation Department of Tshwane on a daily basis. The study was conducted in order to improve the current degree of efficiency in the management of municipal solid waste generated by businesses that operate in the various parts of the City of Tshwane by applying advanced techniques of civil engineering that have been used successfully in countries such as Malaysia, Singapore, the Netherlands and Canada. The main objective of this study was to identify and quantify factors that affect overall efficiency in the management of solid waste in and around the city of Tshwane.

The performance of local authorities is vital for high quality flow of key public services such as solid waste collection and treatment. This publication discusses and analyses in-depth the institutional arrangements for the management of domestic solid wastes in three urban centres bordering the lake Victoria Basin in East Africa: Kisumu, Jinja and Mwanza. It presents research on the different (public and private) systems for municipal waste service delivery in this region. It makes use of existing theories on network governance and on developmental state and multi-level governance and applies the concept of 'modernised mixtures' when studying centralised and decentralised configurations for handling urban solid waste. It is shown that for solid waste management, arrangements for service provision in the urban centres have evolved in direct response to locally specific conditions. It is argued that 'modernised mixtures' are important for improving the performance of local authorities in waste service provision since they offer flexible perspectives which build upon existing practices and (state) capacities in the particular East African contexts.

Gauteng, as the smallest of South Africa's nine provinces, has a population density of 432 people/km2, therefore for Gauteng cities such as the City of Johannesburg (CoJ) and the City of Tshwane Metropolitan Municipality (CTMM), landfilling as a means of disposal for municipal solid waste (MSW), is no longer a viable option. Presently the CTMM is still landfilling all its MSW, including garden waste, with no pre-processing or minimisation efforts. This is a result of the available capacity in its existing landfill sites, thought to be able to satisfy the city's needs for the next 10 years. This study first identified and evaluated technologies available in developed countries for processing the various components of the MSW stream, appropriate to local conditions, as an alternative to landfilling, to ensure that these components will be either reused, recycled or rendered harmless to the environment before disposal. Then most appropriate technologies for the CTMM were selected and assembled into an optimal configuration to achieve a Zero Waste situation in the CTMM within a decade or two.
