En el presente trabajo se acomete la tarea de analizar en profundidad una materia que, en los últimos años, y sobre la base de los modernos procedimientos tributarios, ha adquirido una gran relevancia, por cuanto los planes de inspección se configuran como un instrumento necesario, a fin no sólo de servir a la correcta organización interna de la Inspección de los Tributos, sino también de garantizar la seguridad jurídica de los adminsitrados, lo cual, indudablemente, ha desatado el planteamiento de cuestiones controvertidas en torno a la planificación de las actuaciones inspectoras.Es por ello que con la finalidad de otorgar respuesta a algunas de las cuestiones planteadas se ha procedido al estudio del plan de inspección, primeramente desde una perspectiva histórica o evolutiva para, posteriormente, continuar indagando en la dimensión constitucional del mismo, así como en determinados aspectos de la planificación de las actuaciones inspectoras que, dada su importancia, merecen ser destacados, y estos no son otros que su naturaleza jurídica, su contenido, su publicidad y su eficacia.
