Thorvald Stoltenberg Ambassador Chairman of the Editorial Advisory Board Most of us have been overwhelmed by the speed and extent of the changes that have been taking place in Europe since the late 1980s. Over the span of a few years, we have witnessed the collapse of the Soviet Union and the unification of Ger many. This process has had far-reaching implications for Northern Europe: the Baltic states have attained independence, and with the establishment of the Baltic Sea regional co-operation and the Barents co-operation, a new type of East-West relations has come into being. The process of change continues. Its latest manifestation is the agreement between Russia and NATO, and NATO and EU enlargement is expected to take place over the next few years. With such far-reaching transformations, we need to reflect on what is hap pening. We need a more coherent picture of the new situation in Northern Europe and of where we are heading. This Yearbook is an attempt to fulfil this need. I would like to thank the editors for taking this initiative, which has been long awaited by those of us who have been actively interested in the improved relations between the former East and the old West that have been made possible by the end of the Cold War - and particularly in the new opportunities for cross-border co-operation and integra tion in the North European and Baltic space.

The advanced transition economies in Central and Eastern Europe have not only liberalized and reoriented their trade relations during the past decade, they have been able to attract quite substantial amounts of foreign capital. This has helped to rebuild their capital stocks which the transformation process had rendered partly obsolete. At the same time, the recent financial crises in Asia and Russia have heightened concerns about a speedy liberalization of capital flows, and controls on short-term capital flows are frequently being advocated. This study traces the evidence available from four reform countries -- the Czech Republic, Estonia, Hungary, and Poland -with capital market integration. Its main result is that domestic policies can have a substantial impact on the structure of capital flows and on the ability of emerging markets such as the transition economies to deal with adverse external shocks. Taxing capital flows cannot serve as a substitute for prudent policies. The available evidence suggests, rather, that the imposition of capital controls itself can be a cause of fluctuations of exchange rates and that controls on cross-border capital flows are difficult to enforce. Covering both the theoretical and empirical aspects of capital market integration of transition economies, this book will be of interest to scholars and students of economics, to international and national organizations dealing with economic issues, and to research institutes, banks and financial institutions.

The process of globalization is increasing the integration of all kinds of economic activity. Meanwhile, the international division of labor has reached levels unprecedented in history. The neoclassical theories of international trade predict positive net welfare effects of international economic integration; yet, in so doing, they primarily focus on static welfare effects. Early critics of the "free trade paradigm", like Friedrich List, hold that this focus on static welfare effects is a major shortcoming of these theories. New developments in the theory of economic growth make it possible now to analyze the dramatic effects of international trade on economic development and to develop new theories. In the first part of his book, Maurer derives different sets of conditions necessary for international trade to have a positive or negative effect on economic development. In the second part, he estimates the effects of international trade with capital goods on economic growth: the effect imports of capital goods may have on the transition towards steady state and the effect the international trade with capital goods may have on total factor productivity growth. The results indicate that capital goods imports have a significant positive effect on both sources of economic growth.
