Inhaltsangabe:Einleitung: „Das Wort "Globalisierung" begegnet uns nun beinahe täglich als Argument, als Argument allerdings für alles mögliche: Für radikale Bildungsreformen, für Englisch lernen schon im Kindergarten, aber auch für den Abbau von Arbeitsplätzen, für die Lockerung von ethischen Standards, zum Beispiel in der Gentechnik, für die Verlagerung von Firmensitzen, für den Zusammenschluss von Unternehmen – und schließlich als Grund dafür, dass es das ganze Jahr über Erdbeeren gibt. Aus der Geschichte wissen wir: Nichts, keine technische Erfindung, keine politische Entwicklung, keine gesellschaftliche Veränderung führt automatisch und für alle ausschließlich zum Schlechteren oder zum Besseren. Auch bei der Globalisierung kommt es darauf an, was wir aus den neuen Möglichkeiten machen. Und genau das ist es: „was wir aus den neuen Möglichkeiten machen“. Was der ehemalige Bundespräsident Johannes Rau im Jahr 2002 im Berliner Museum für Kommunikation sagte, ist in besonderem Maße für die Softwareentwicklung zutreffend. In der Welt der Softwareproduktion sieht man sich schon seit langem einem immer stärkeren globalen Wettbewerb „ausgeliefert“. Dies drückt sich in steigenden Anforderungen der Kunden aus, die sich nicht mehr mit verspäteter Lieferung oder unzureichender Qualität abfinden wollen. Unternehmen sind quasi „gezwungen“, den time-to-market so kurz wie möglich zu halten. Damit geht auch einher, dass Software sofort nach der Installation einwandfrei funktionieren muss. Der Bedarf einer nachträglichen Anpassung der Software an veränderte Gegebenheiten, was ebenfalls schnell und einfach möglich sein soll, ist auch sprunghaft gestiegen. Die Weiterentwicklung der Produkte selbst über Jahre hinweg muss effizient möglich sein. Softwareunternehmen müssen sich anpassen: sie müssen auf kurz- und/oder langfristige Nachfrageschwankungen reagieren können und gleichzeitig die Qualität der Produkte auf hohem Niveau halten bzw. noch verbessern. Sie müssen auf scheinbar gegensätzliche Phänomene, wie steigende Entwicklungsaufwendungen und zunehmenden Preisdruck, geeignet antworten können. In den letzten Jahren hat sich eine zunehmende multinationale Verflechtung in der IT vollzogen. Angestoßen durch den IT-Fachkräftemangel in den 90igern, suchten viele Unternehmen der Softwarebranche nach gut ausgebildeten Entwicklern im Ausland, die sie in Irland, Israel, Indien, Russland, auf den Philippinen und in anderen Regionen der Welt fanden.
